According to Colonel Do Thanh Binh, the draft stipulates that motor vehicles participating in traffic must be granted a license plate, which is a condition for participating in traffic, while the form of license plate is regulated by the Government.
The Law on Public Property Management stipulates that digital resources are a form of public property, so the Government will decide in two ways. One is still maintaining the old form (random numbering) to ensure publicity and transparency, besides, number plates can be auctioned if people have demand.
“Currently, people only have one form of pressing a random number plate. We suggest that people choose to either press a random number plate or choose a number plate. Currently, the auction of number plates is no longer included in the draft law because it involves many laws that need to be amended and supplemented, not just the Law on Traffic Order and Safety. Colonel Do Thanh Binh said that the regulation banning the illegal trading of number plates has now been revised, while the regulations on civil rights and obligations of auction winners are controversial. Whether it is full property rights or just use, needs more time to consider.
The Ministry of Public Security will report to the Government to request the National Assembly to consider the pilot scheme of number plate auction. This must amend both the Law on Bidding and the Law on Budget.
According to the spirit of the project, all license plates are given to people to be randomly selected, there are no ugly or beautiful plates, but in the near future there will be number plates according to demand such as number plates by name.
