As soon as possible so that drivers can enjoy this regime”, driver Hung confided.

Meanwhile, Mr. Ly Van Nam (Hoai Duc, Hanoi) driver of Grab shared his joy because if the proposal is approved, the rights for employees will be guaranteed.

Mr. Nam hopes the proposal will soon be put into practice to ensure the interests of drivers like him.

“When I have no more labor, I will have savings when I get old, have money to go to the fields to cover daily life. I am also very excited when the government pays attention to workers, especially workers. especially low-skilled workers and workers in industries directly affected by the epidemic like us,” said Mr. Nam.

According to Mr. Nam, the last epidemic, he had to stop driving, making the family’s income precarious. No income or any other source of support.

Similarly, Mr. Nguyen Van Tien, driver of Bee Cave (Thanh Xuan, Hanoi) said that he and other drivers were both very happy and excited.

Mr. Tien feels more secure because if he is insured, his benefits are guaranteed when he is sick or ill.

“I also hope this proposal will soon become a reality so that I can enjoy support if I unfortunately have an illness or disease but have not had the conditions to participate in insurance. Just hope to receive support to pay social insurance, so that every time It’s more reassuring to go to work,” Tien said.

Need a suitable financial plan between driving technology and business

However, this delegate wondered whether businesses want to pay insurance for employees or not, there are businesses with thousands of workers, but whether that business will buy insurance for thousands of workers or not. ?

According to delegate Hoa, as employees working anywhere, they also want their rights to be guaranteed, even technology car drivers also want to have insurance. However, whether the business and the company agree or not, or if so, how the company will calculate the cost from the driver so that the driver agrees and responds to paying insurance.

From the above analysis, delegate Hoa believes that there is a need for inspection from the Vietnam General Confederation of Labor, the health agency, the state management agency on labor (the Ministry of Labour, Invalids and Social Affairs)… in amending the Law. Recently, many National Assembly deputies have expressed their opinions on ensuring the rights of workers in enterprises and establishing trade unions in enterprises.

“Therefore, a binding and mandatory mechanism for employees to buy social insurance and businesses to have the responsibility to contribute insurance to society is a very important issue,” delegate Hoa emphasized.

Agreeing with delegate Hoa, Member of the XIII National Assembly Bui Thi An very welcomes proposals and recommendations of the Vietnam General Confederation of Labor. The Constitution stipulates that everyone has equal rights driving technology are also Vietnamese citizens, for many reasons they do not have the conditions to work in state agencies, large enterprises … so this proposal of welfare policy is very good, demonstrating the humane policy of our state that is ” leaving no one behind”, giving them peace of mind to work.

According to Ms. An, currently, motorbike taxi drivers have a large number and also serve society in the condition that public transport is not enough, so this proposal is of great significance.

Regarding how to put the proposal into practice, Ms. An said that it is advisable to review and re-evaluate the number of drivers, follow the drivers closely, to ensure the right support, hit the target, the target… If they are supported, they will be excited and work better.

The above proposal, based on the results of the study “Surveying the current situation and enhancing the participation of driving technology Grab access to social security programs, improve working conditions”, implemented by the Vietnam General Confederation of Labor in collaboration with the Center for Health Consulting and Community Development.

Through the survey, up to now, the whole country has about 200,000 VND driving technology (motorcycles, cars) providing services for transporting people or transporting food and goods operated on a technology platform. In addition, nearly 50% driving technology practicing in Hanoi and Ho Chi Minh City; Most of them are from outside the province, women make up 5%.

Initial research with the participation of driving technology of Grab Company at the end of 2021 shows: 2/3 of the driving technology have families and 60% are working to earn money to support 2 or more people.

Meanwhile, source income driving technology quite low: The average motorbike driver is 318,000 VND/day and 7 million VND/month; driving a car is 564,000 VND/day and 12 million VND/month (excluding fees and gasoline). In addition to income, technology car drivers have bonuses, allowances, support programs… from service providers with low and irregular rates.

The income is not high but driving technology have to work very hard: motorbike drivers 9.2 hours/day, car drivers 11.2 hours/day; they don’t seem to have holidays, Tet, holidays. Drivers of technology vehicles have to work in difficult conditions in terms of weather, accidents, etc.
