The farm land is transformed

As a buyer of farmland, we went to Hoang Long village, Tan Linh commune (Ba Vi, Hanoi) where the largest chicken farm in the commune is located. After stopping the car for a while, we were approached by a young man from nowhere. Through the greeting screen, we learned that this auto mechanic named Hung had parents who were workers on a chicken farm in the past. His family has a plot of land contracted by the farm in Hoang Long village and is looking for someone to sell.

Mr. Hung showed us the contract to plant perennial trees to green the barren hills to protect the environment according to the Government’s Decree. The contract of his parents, under which the contract named after Mr and Mrs. Tran Van Dinh and Nguyen Thi Hien (Hoang Long, Tan Linh, Ba Vi) was delivered to 4,329 m2 by Ba Vi Purebred Egg Breeding Enterprise from October 10. September 1999. Contract term is 50 years.

When we asked about the paperwork in transferring this land, Mr. Hung said: “All transactions are recorded only in handwritten paper between the seller and the buyer. At present, this land is unmanaged, so the Chicken Enterprise and the People’s Committee of Tan Linh Commune cannot certify the sale of land between the parties.”

Along with a handwritten transfer paper signed by both parties, Mr. Hung said that the customer will receive a full dossier of the land plot that the Farm assigns to the people, including: 1 contract of land for perennial crops according to the contract. Decree 01, 1 application for receipt of contract for land use and exploitation according to Decree 01, extract of the map of contracted land, minutes of handover of contract land, household contract payment book.

I thought farm land was not “red book”, written by hand, so the price was cheap, but Mr. Hung said, the price per square meter here is about 2 million VND. Thus, the land is more than 4,000 m2 Mr. Hung’s family also sold for more than 8 billion dong. Hung did not forget to advertise: “I bought it here and finished working as a weekend resort. Here, all locals come to buy. After buying and building, no one checked,” said Hung.

Ba Vi purebred egg breeder factory (Hoang Long village, Tan Linh district, Ba Vi village) assigns contracts to households to plant perennial crops. However, recently, some individuals, after receiving the transfer, voluntarily changed the land use purpose and built a series of illegal works.

Standing on M3 hill in Hoang Long village (Tan Linh commune, Ba Vi district), it is easy to see Thai roof houses and spacious villas built on farmland. In this area, there are dozens of houses built solidly according to the garden house model that have been completed and put into use. The most prominent is the large 3-storey villa that has been built with the raw part “growing” inside the 3-hectare land of vast fruit trees of Tung Anh farm.
