When reading these doctoral theses, Prof. Dr. Ngo Viet Trung exclaimed: It’s terrible. Only people with “problem” minds can believe these are doctoral theses. Which individuals or councils allow such topics to be defended?

Professor Trung stated a fact, private enterprises hardly use PhDs. Only state agencies or educational and training institutions need a doctoral degree, supported by regulations that standardize work positions. But most of these institutions only pay attention to the degree and do not use the research qualifications of doctors. Therefore, PhD students will look to “easy” training institutions and avoid serious institutions. The doctoral training is too easy, the consequences will be terrible. There will be cadres who are not qualified and capable to work in leadership positions… It is worth mentioning that this “easy” training is not new, only now mentioned.

There should be no generic title of professor or associate professor

Dr. Le Viet Khuyen, Vietnam Association of Universities and Colleges, former Deputy Director of the Higher Education Department (Ministry of Education and Training) shared a story: “I remember when I was working at the Ministry of Education and Training, Deputy Prime Minister Nguyen Khanh once came down to tell us that comrades are people who do management work, you should leave the title of professor and associate professor in the schools, not just be the manager. Some people don’t do it, but there are quite a few people who do. There are people who are about to retire and still try to get that title. to get promoted… is a long-standing problem in Vietnam”.

Dr. Khuyen said, the day before he worked in the Soviet Union, there were people who worked very actively but did not qualify for the title of professor, so people did not confer the title. When that person transfers to a lower level school, they are automatically GS. So people will distinguish his qualifications by which school he is a professor, a PhD.

Even in considering the title of Professor, PGS currently has many shortcomings. Professor, PGS are titles associated with research and teaching, which means they must be associated with the school. In the world, people only call professor of university A, associate professor of university B, but do not have a general title. The promotion is entirely by the title council, without the role of the school. It is later revised that the title council considers whether the professors and associate professors are qualified, and whether to appoint or not is the school’s business. But has it ever been approved by the title council but not by the school?

The best way is for schools to set their own standards and appoint their own professors and associate professors, rather than state professors and associate professors. “There should not be a professor for life. Schools can confer the title of professor or associate professor for a term of 3 years or 5 years. After that term, if that person has no more contributions, the university will not recognize him as a professor. As in our country today, Professor and Associate Professor will still hold that title until they die, and sometimes they don’t do teaching or research in any units, even if they go to work for enterprises, they will still be professors. , Assoc., it’s absurd,” suggested Dr. Le Viet Khuyen.

Deputy Inspector General of the Government Tran Ngoc Liem has just signed a document announcing the conclusion of the inspection of financial management, public assets, implementation of investment projects; organize research cooperation, training, joint training and grant of master’s and doctoral degrees of the Vietnam Academy of Social Sciences in the period 2015-2019. The inspector’s conclusion also pointed out that, in the period 2015-2017, the training at the master’s and doctoral levels of the Academy of Social Sciences still had many limitations and shortcomings in terms of enrollment, processes, programs, and training. training management.

Typically, the master’s training process lacks detailed regulations on subjects, exam conditions, conditions for thesis defense, seniority of work, lack of regulations on foreign language proficiency before thesis defense. ; does not issue a doctoral training program. Regulations on enrollment and training for doctoral degrees lack regulations on management experience and seniority as required by each training discipline, and do not specify specific working hours. The notice of enrollment for the master’s degree does not specify the minimum number of years of experience, and there is no admission quota for each master’s major.
