Third, those working under the labor contract regime in administrative agencies and public non-business units have an agreement in the labor contract to arrange salary according to Decree No. 204/2004/ND-CP dated 14/14/ December 2004 of the Government on the salary regime for cadres, civil servants, public employees and the armed forces.

Regular salary increase mode

Cadres, civil servants, public employees and employees according to the above 4 groups of subjects if the last salary level has not been ranked in the civil servant rank (rank), in the professional title of public servant, the title of senior expert and the title Professionals and professions in the Court sector or in the Procuracy sector (title) currently held, they will be considered for a regular salary increase when they are fully qualified for holding a rank in the rank or position and meet the standards for promotion. Regular salary during the period of holding the salary level is as follows:

For the title of senior expert: If the last salary level has not been ranked in the senior expert’s payroll, after 5 years (60 months) of holding the salary level in the senior expert’s salary list, he/she will be considered for a salary increase.

For ranks and titles that require a college degree or higher: If the last salary level has not been ranked in the rank or title, then after 3 years (full 36 months) to keep the salary level in the rank or in the title is considered to raise a salary level.

For ranks and titles that require intermediate or lower training level and staff to serve: If the last salary level has not been ranked in the rank or title, after 2 years (full 24 hours) month) hold a salary level in the rank or in the title considered for a salary increase.

Standards for regular salary increments

The above groups of subjects who are eligible to hold a rank in a rank or in a title and are assessed to meet all of the following two criteria during the period of holding a salary level will be entitled to a regular salary increase:

The extended period of consideration for regular salary increase, during the period of keeping the current salary level, if the cadres, civil servants, public employees and employees have notified or decided in writing of the competent authority that If they fail to complete their assigned annual tasks or are disciplined in one of the forms of reprimand, warning, demotion or dismissal, the period for calculating regular salary increases will be extended compared to the time prescribed as follows:

Lasts 12 months for the following cases: Disciplinary officers are dismissed; Disciplinary civil servants demoted or removed from office; Officials and employees are disciplined and dismissed.

Lasting 06 months for the following cases: Cadres, civil servants and employees are disciplined, reprimanded or warned; Officials are disciplined and warned; Cadres, civil servants, public employees and employees are evaluated and graded by competent authorities at the level of failing to complete assigned tasks every year; If there are 2 consecutive years of failure to complete the assigned tasks during the period of holding the rank, each year of failure to complete the assigned tasks will be extended for 6 months.

The mode of raising salary level ahead of time
