Mr. Phung Anh Le’s wife allegedly read to a witness who wrote a letter of apology to her husband

The Supreme People’s Procuracy said that Mr. and Mrs. Phung Anh Le had a conversation and read the content for the witness to write an apology letter to conceal the fact that Mr. Le received 110 million VND to release the suspect.

The Supreme People’s Procuracy issued an indictment to prosecute Phung Anh Le, former Chief of Police of Tay Ho District (Hanoi) on the crime of “Receiving bribes”. Some of the defendants who were former subordinates of Mr. Le at the Tay Ho District Police Department were charged with the crime of “illegally pardoning the arrested person, the person being held in temporary detention, and the person serving a prison sentence” including: Nguyen Duc Chau, former Chief of Criminals; Le Dinh Trung, former Deputy of the Criminal Judgment Execution Team; Vu Cong Ngoc, Deputy Criminal Division.

Notably, the indictment determined that in September 2021 (before being prosecuted), Mr. Phung Anh Le and his wife went to see Mr. Phung Van Bay (a relative of Mr. Le, and the person who asked Mr. criminal Nguyen Huu Tai reconciled with the victim) talked and “thereby proactively included in the conversation information that obscured his criminal behavior and recorded it”.

Besides, Phung Anh Le’s wife was identified as the one who read Mr. Bay to write a letter of apology to her husband; “Instructions” he presented in the direction of the Hanoi City Police “forced the supply, made the supply” when investigating the case.

Working with the prosecutor’s office, Mr. Bay said that he apologized to Le for asking for help, but then caused a bad influence on Mr. Le; At the same time, he said that the above letter was due to fear that the contents he declared would “affect his family and relatives”. Mr. Phung Van Bay would like to keep his testimony about asking and giving money to Mr. Le to release and not criminally handle Nguyen Huu Tai.

The Procuracy assessed that Mr. Bay’s apology letter to Phung Anh Le said: “There is no objectivity, it is not suitable for evidence and other documents, so there is no basis for consideration”. The investigation results have enough evidence to confirm that the former head of the Tay Ho District Police Department has received money and released people.

The progress of the case shows that, in September 2016, Nguyen Huu Tai, a loan shark, acted with his accomplices to arrest and beat a person who owed him money. Tai was ordered to be detained for 4 days, but his relatives were afraid, so they went to Mr. Phung Van Bay to ask for “help”.

Mr. Bay asked the question and Le agreed to release Tai on the condition that he gave him 110 million VND. On the evening of September 22, 2016, Mr. Bay went to the office of the head of Tay Ho district, handed over the money and said: “I’ll see and help reconcile him”. After receiving the money, accused Le directed Tai to release and call his victim to “reconciliation”.

In 2021, the Hanoi Police discovered that Tai’s crime had not been handled, so he prosecuted; The court then sentenced Tai to 24 months in prison. The fact that Phung Anh Le received money and released people was also prosecuted.

The indictment alleges that defendant Phung Anh Le, “Has the main role, is the mastermind, has self-seeking motives, takes advantage of his position and power to direct the whole case, illegally pardons and does not criminally handle those who have sin”.

On the contrary, the former Chief of Police of Tay Ho District: “Failed to sincerely declare the crime, stubbornly denied the crime, blamed the subordinates; do not admit to possessing 110 million VND”.
