Registration book

Abolish the household registration book to create an important step forward in administrative reform. The household registration book is no longer issued to the people, the issued household registration book will be revoked.

Cases such as: registration of household registration, separation of passwords, deletion of household registration, … but changing information in the book can still be used normally.

However, from January 1, 2023, the household registration book will officially expire.

Staying window

From July 1, 2021, there will be no new issuance or re-issuance of temporary residence books for those who carry out the procedures for temporary residence registration.

In cases such as: temporary residence registration, temporary residence extension, temporary residence deletion, etc., if the information in the book is changed, it can still be used normally.

From January 1, 2023, the temporary residence book will expire.

Paper health insurance card

According to Decree 146/2018/ND-CP, the social insurance agency has issued electronic health insurance cards to participants.

According to Official Letter 1493/BHXH-CSYT, from June 1, 2021, patients going for medical examination and treatment use the image of the health insurance card on the VssID application to replace the paper health insurance card. In case the application cannot be installed, a paper health insurance card will still be used.

Social insurance book

Similar to the health insurance card, previously in the Law on Social Insurance 2014 it was stipulated: “By 2020, the social insurance book will be replaced by the social insurance card”.

However, so far there is no information related to the social insurance card. With the launch of VssID application – all information related to the process of paying social insurance contributions, the process of enjoying social insurance benefits of participants has been updated. People just need to access this application to get all the information like in the Social Insurance Book.

Birth certificate (paper copy)

The Ministry of Justice has issued Circular 01/2022/TT-BTP issuing electronic copies of birth certificates.

The electronic version is provided via email to people when registering for an account on the National Public Service Portal and the Provincial Public Service Portal.

Marriage certificate (paper copy)

In Circular 01/2022/TT-BTP, the Ministry of Justice also issues an electronic version of the Marriage Certificate. This electronic version is also valid as an alternative to the paper marriage certificate.

An electronic marriage registration certificate is provided via email to people when registering for an account on the National Public Service Portal and the Provincial Public Service Portal.

Identity card (ID card)

From 2021, the Ministry of Public Security has implemented the issuance of citizen identification cards (CCCDs) with chips across the country instead of issuing ID cards as before. However, the ID card issued before (still valid) can continue to be used until it expires and must be changed to CCCD with chip.
