Today (May 9), the People’s Court of Hanoi brought 10 defendants in a fraud case of nearly 300 billion VND, related to SME Securities Joint Stock Company (SMES) and Trade Union Financial Investment Joint Stock Company. oil and gas (PVFI) to trial.

In this case, Mr. Phan Huy Chi (Chairman of the Board of Directors cum General Director of SMES Securities Joint Stock Company), Pham Minh Tuan (former General Director), Nguyen Thanh Nam (former Director of Ho Chi Minh City branch) were brought to trial. Crime of fraud and appropriation of property.

Regarding the case, the former PVFI leaders include defendants Chu Xuan Lai (former CEO), Le Xuan Tan (former deputy general director), Vu Xuan Cong (former deputy head of the Financial Services Department) and Vu Thi Hong Lan (former CEO). Head of the Financial Services Department) was put on trial for negligence causing serious consequences.

According to the allegation, from April 2010 to March 2011, due to the need to raise money to pay off due debts and personal use, Mr. Phan Huy Chi and his accomplices used many fraudulent tricks. such as: Building customers, confirming, short-blocking the balance of highly liquid securities in the securities trading accounts of customers to create trust and appropriate the PetroVietnam Insurance Corporation. Vietnam (PVI), Vietnam Oil and Gas Union Finance Investment Joint Stock Company (PVFI), Habubank Hanoi with more than 299 billion dong.

It is alleged that, through investment contracts in listed securities No. 15 and 16, Mr. Phan Huy Chi and Pham Minh Tuan appropriated more than 107 billion VND from Vietnam Oil and Gas Insurance Corporation (PVI) of more than 107 billion copper.

In which, the amount of money that defendant Tuan appropriated was more than 36 billion VND; Chi appropriated more than 44 billion.

The remaining amount, Mr. Chi, as Chairman of the Board of Directors and CEO of SMES, was determined to be personally responsible for the amount of money used for SMES’s operations.

In addition, through 6 other contracts, Mr. Phan Huy Chi and Pham Minh Tuan and their accomplices also appropriated more than 111 billion VND from the Vietnam Oil and Gas Union Financial Investment Joint Stock Company (PVFI).

According to the indictment, through investment trust contracts, Mr. Tuan used fraudulent tricks to appropriate 80 billion VND from Habubank.

In which, Mr. Nguyen Thanh Nam helped Mr. Tuan complete the process of appropriating Habubank’s money and directly appropriated 7 billion VND.

As for defendants Nguyen Huy Son, Nguyen Phuong Lan (former officer of SMES Securities Joint Stock Company) and Cao Tuan Nghia (former director of Anh Consulting Joint Stock Company), the allegation is that they know the customers well. The airline did not own the stock balance, but still signed a contract, made a dossier, and created conditions for Mr. Tuan and Mr. Chi and Nguyen Thanh Nam to appropriate.

For the defendants Chu Xuan Lai (former CEO of PVFI), Le Xuan Tan (former Deputy General Director of PVFI), Vu Xuan Cong (former deputy head of the Financial Services Department) and Vu Thi Hong Lan (former Head of PVFI’s Financial Services Department) ) are those who have the responsibility and duty to preserve and develop the State’s capital in the enterprise but have not fully fulfilled their assigned responsibilities.

These people did not follow PVFI’s listed securities investment cooperation process properly and fully as stipulated in the contracts…so they let defendant Phan Huy Chi and his accomplices take advantage of assets to cause damage. more than 109 billion dong for PVFI.

The trial is expected to last 10 days.
