Workers have their sick support benefits ‘suspended’

Ha suffered a deduction of nearly 3 million VND after a dozen days of Covid-19 treatment, and was not eligible for benefits due to the lack of a certificate of leave to enjoy social insurance (social insurance).

After recovering from Covid-19 for two months, Le Thi Ha, a worker at Quang Chau Industrial Park, Viet Yen district, Bac Giang province, still has not been granted a certificate of leave to enjoy social insurance for F0 to be treated at home. Ha was infected on February 27 and had to take a break for nearly 10 days.

In early March, when she was about to return to work, she went to the Health Station of Tang Tien Commune, Viet Yen District, to apply for a Certificate to pay sick benefits. However, the medical staff said that they only issued a certificate of completion of treatment for F0, but did not have an insurance certificate. Ha had to leave because “they said that, I didn’t try to ask more”.

Workers directly producing electronic components like Ha do not know how much sickness allowance will be received, only know that their March salary is 7 million dong, a loss of 3 million. The female worker immediately attributed the deducted amount to half a year of half-boarding for her 4-year-old daughter who goes to kindergarten and had to make up for her income by signing up for two-hour overtime every day.

If not supported, Ha has to bear it, but is concerned when her colleague from the factory in Bac Ninh also infected with Covid-19 is entitled to sick money from social insurance. “Only workers from Bac Giang are not available,” Ha said, and said that the company instructed Ha to keep all documents proving that they are F0, so that when new instructions are issued, they can make records.

Thu Ha is just one of thousands of workers infected with Covid-19 who have not yet received sickness benefits due to a lack of certificates of leave to enjoy social insurance. Bac Giang has 8 industrial parks with more than 200,000 workers. After the Lunar New Year, the number of workers going to work decreased by about 30,000 because workers stayed at home for treatment or F1 had to isolate. Many enterprises operate lines only at 50-60% of capacity when F0 workers are approximately 2,000 people.

“The end of February and the beginning of March was the time when workers were massively infected with Covid-19 but could not get a certificate of sick leave to enjoy social insurance because at that time the commune and ward health stations said there were no instructions from the province. down,” said Mr. Nguyen Van Tan, Chairman of Hosiden Company’s Union (Quang Chau Industrial Park).

Hosiden Company has nearly 6,000 employees and more than 1,000 workers have become F0 after Tet, so far most of them have not received sick benefits due to lack of paper. Workers directly in production will be deducted from income for sick days for home treatment. More than two months have passed, they have recovered from their illness and returned to work, but the sickness allowance has not yet been received.

Mr. Tan explained that some Bac Ninh workers working at the factory in Bac Giang were entitled to this money because the Bac Ninh health sector had instructed the local medical station to issue the certificate in March, while the North Giang has not seen until the beginning of April.

In 2021, Hosiden used to be the “epidemic center” of Bac Giang when the number of infections accounted for 25% of the province, the rate of F1 workers turning into F0 reached 55%. At that time, the company’s resources were devoted to epidemic prevention and support for each F0 employee 500,000 VND. Next year, the number of infected workers is too large while preparing to increase the minimum wage, enterprises have not had the conditions to deduct additional labor support F0.

Mr. Nguyen Van Huy, in charge of human resources of New Wing Company (Van Trung Industrial Park, Bac Giang), reflected that many F0 employees had questions about the Certificate of leave to enjoy social insurance, but the company could only wait for instructions from the employees. industry level because this is the general situation. At the end of February, this business recorded more than 2,000 F0 workers, accounting for 10% of the company’s entire workforce.

Mr. Nguyen Van Canh, Chairman of the Bac Giang Provincial Confederation of Labor, said that he constantly received feedback from the grassroots unions and workers’ opinions on this issue. Talking to the Bac Giang Department of Health, the union received a response “waiting for instructions from the Ministry of Health”.

After many opinions from the parties, on April 7, the Department of Health of Bac Giang province directed the commune and ward health stations to issue a Certificate to F0. The date of issuance of the certificate must be the same as the date that the person is infected with Covid-19, in accordance with the provisions of Circular 56 and does not delay the date. The time for each issuance of a certificate is 7 days, if the above number of days is over, if F0 is still positive, the station will update the patient’s information on the health insurance assessment information system and issue the certificate one more time.

The total duration of the two doses shall not exceed 10 days for those who have received the full prescribed dose of vaccine, and not more than 14 days for those who have not received the full dose. For the F0 who have been cured, the Bac Giang health sector has not yet issued a certificate of leave to enjoy social insurance, waiting for the guidance of the Ministry of Health. This means that F0 infected before April 7 has a need to receive social insurance, which has not been resolved.

“Whether there is a retrospective of benefits for infected workers in February-March who has not yet been granted a permit or not must wait for guidance from the Health Ministry,” said Canh, adding that the Bac Giang labor union had proposed propose to the Standing Provincial People’s Council to include this content in questioning the Provincial People’s Committee in the next meeting.

The problems related to the certificate of leave for social insurance arose in June 2021 during the outbreak in Bac Giang and lasted for nearly a year. In March, the Ministry of Health submitted to the Government a proposal to recognize 7 types of documents to replace the certificate of leave for employees with social insurance benefits for employees with Covid-19. The regulatory amendment is still being considered by the authorities.

According to Circular 56, the issuance of certificates of leave to enjoy social insurance shall be carried out by medical examination and treatment facilities. However, employees who have Covid-19 and receive treatment at home are only issued with a certificate of completion of isolation and treatment issued by the People’s Committee or the commune or ward health station. Some localities flexibly instructed health stations to issue certificates of leave to enjoy social insurance for workers in need from the end of February, when the epidemic broke out strongly in the North.

In the paper form, the starting date of leave must coincide with the patient’s visit date. This means that if F0 wants to be paid, the date of issue stated on the certificate must coincide with the date that the person reports the infection. F0s that have been negative and have been issued with a delayed certificate cannot pay because the revised Circular 56 has not yet guided.
