Chairman of the People’s Committee of Ho Chi Minh City assigned the Technical Infrastructure Management Center to urgently negotiate with the investor to terminate the contract to order the provision of anti-flood services applying new technology at Nguyen Huu Canh Street.

According to the Department of Construction, currently, the amount of drainage water for Nguyen Huu Canh road (including the anti-flood area provided by Quang Trung Industrial Group Joint Stock Company – the investor – is in charge of supplying) is flowing to the outlet and drains into Nhieu Loc – Thi Nghe canal, does not transmit water to the basement of the pumping station operated by the company for flood control from April 2022.

Meanwhile, the contract on providing flood control services on Nguyen Huu Canh Street, applying a new type of anti-flood technology (97,000 m3/h pump), was approved by the Ho Chi Minh City Flood Control Program Operations Center. (now Ho Chi Minh City Technical Infrastructure Management Center) and Quang Trung Industrial Group Joint Stock Company signed and implemented from April 2018.

After that, the contract appendix was signed and the pump rental price was fixed at more than 14 billion VND per year. The service lease contract has a term of 7 years, from 2017 to the end of 2023. Thus, there is just over 1 year left until the end of the pump lease contract.

According to the Department of Construction, in the case of contract termination at the present time, there will be a fine of 8% of the contract value and compensation for damage to the company (this compensation value has not been determined and if there is no agreement, there is a risk of contract litigation).

Therefore, the Department of Construction proposed that the People’s Committee of Ho Chi Minh City assign the Technical Infrastructure Management Center of Ho Chi Minh City to chair the negotiation to terminate the contract on the provision of flood control services on Nguyen Huu Canh Street, applying new anti-flood technology. . After that, the Department of Construction will coordinate with agencies to advise and propose the People’s Committee of Ho Chi Minh City to handle the negotiation results.

In the previous report, in order to evaluate the operation efficiency and the need to use anti-flood pumps after Nguyen Huu Canh Street was repaired and upgraded, the Department of Construction proposed the City People’s Committee to continue operating the station. pump in the rainy season in 2022.

The units will evaluate the necessity of operating the pumping station to prevent flooding for the Nguyen Huu Canh street area, and at the same time propose a plan to handle the pumping station, ensuring effective anti-flooding and saving the State budget.

According to the contract, the flood protection scope for Nguyen Huu Canh street is from the foot of Thu Thiem overpass to house number 125A Nguyen Huu Canh street (in ward 22, Binh Thanh district), with a basin of about 75 ha. The criterion of not flooding is that the water accumulates below 0.1 m and drains out within 30 minutes after the rain stops (provided that the rain is less than 130mm and not more than 70 minutes).
