General virtual filtering does not affect the autonomy of admissions of schools

After the Ministry of Education and Training announced the draft Regulation College entrancecollege admissions major in early childhood education, which is expected to adjust the virtual filtering technique to enroll students, some experts as well as representatives of training institutions still have concerns.

Director General of the Higher Education Department (Ministry of Education and Training) Nguyen Thu Thuy discussed with the press a number of contents to further clarify this issue.

Reporter: One of the important adjustments in university admissions this year is that the Ministry of Education and Training is expected to generalize all recruitment method. Why does this have to be done instead of letting schools determine by themselves in the spirit of autonomy, the Ministry only needs to have technical solutions to manage, monitor, and prevent schools from calling candidates early, leading to unfairness. with other candidates?

Ms. Nguyen Thu Thuy: Analysis of data in the last few years shows that the rate matriculated candidate After virtual screening, but enrollment is decreasing, some training institutions consider admission by other methods (not using the results of the high school graduation exam for admission) asking candidates to confirm admission immediately, make candidates lose the opportunity to enroll in higher priority schools or have to pay money to reserve their seats, causing frustration for candidates and society.

On the other hand, if candidates are admitted by study results to many training institutions, they have to prepare many sets of documents, high schools have to waste time making copies of their academic results for candidates, which is costly. poor for candidates and society; Training institutions take more time to update candidates’ study results for admission, some training institutions use learning results for pre-qualification without accurate data, leading to a lot of errors in the selection process. Admission.

Because candidates for admission and admission to many schools at the same time, the percentage of virtual candidates is very high. As a result, the “placeholder” contestant lost the opportunity of many other contestants; The schools could not determine the admission rate, leading to enrollment exceeding the target, the quality of enrollment is not completely guaranteed because the school does not consider admission at the same time (the school does not have conditions to select candidates with the right qualifications). better quality). In particular, some training institutions consider successful candidates but do not upload them to the system to exclude these candidates from the list of candidates, affecting the general virtual filtering results of the whole system.

In order to overcome the above shortcomings and inadequacies, the draft Admission Regulation has made technical adjustments that are to perform general virtual filtering of all recruitment methods in the 1st round of admissions. This does not affect the selection process. affecting the autonomy of training institutions, schools can still consider admission early and notify the list of eligibility requirements (except for high school graduation requirements) to candidates.

Schools are autonomous and responsible for admission, deciding on admission scores and uploading them to the system for virtual filtering. Candidates can still apply and know their chances of being admitted to many schools (doesn’t reduce the candidate’s chances of being admitted).

In fact, the Ministry’s system does not consider admissions, but only supports the arrangement of candidates’ aspirations based on their priorities, in order to choose the highest aspirations that they can be admitted to. Accordingly, candidates will be admitted to the best aspiration in their ability and at the same time. minimize the number of virtual contestants.

The solution to build a common online application processing and admission confirmation system, and common virtual filtering as mentioned above is the most effective technical solution towards ensuring: fairness to candidates, equality between training institutions and transparency with society. Technically hardly more complicated than previous years.

Reporter: It is said that this option is not really suitable for the current reality of enrollment in many batches and different methods, it is difficult to get rid of the virtual reality when some schools do not enter standard data, and at the same time, it may affect the enrollment process. affects the autonomy of enrollment of schools when waiting as well as restricts the choice of candidates when each student only passes one wish. Not to mention, the Ministry of Education and Training only holds the university level, does not know the number of candidates attending colleges, intermediate schools, studying abroad … the virtual filter results are also inaccurate. What is your opinion on this matter?

Ms. Nguyen Thu Thuy: The current enrollment regulations stipulate that training institutions can be considered for admission several times a year, but still stipulate the general schedule for the first round of admissions, and at the same time stipulate that candidates must graduate from high school or high school. newly qualified for consideration and matriculation into university; into the College of Early Childhood Education.

Schools are completely proactive in organizing early admission with different methods (before candidates take the exam to graduate from high school), but they have to wait until candidates have graduation results to be announced. successful candidates and ask candidates to confirm admission.

With the regulations on the general request processing and virtual filtering system as in this year’s draft regulation, the general admission schedule for the first round has remained essentially unchanged compared to previous years. The general application processing and virtual filtering system does not change the admissions process of the schools, and does not affect the autonomy of the schools.

The time when schools can announce the list of successful candidates and ask candidates to confirm their admission may be 2-3 weeks later than in previous years, but it brings greater benefits to candidates and to the whole system. system.

Candidates can still register for an unlimited number of aspirations, they are admitted with their highest aspirations, their highest priority (arranged in order of aspirations) when meeting the conditions of the training institution. .

The candidate’s principle of “passing only 1 wish” is to ensure the interests of all candidates (according to the first priority), because if a candidate passes many wishes but only 1 admission, it will be taken away. chance of some other candidates.

Higher education institutions still ensure their autonomy in enrollment in accordance with regulations, apply diverse selection methods with diverse candidates, and accurately forecast the number of successful candidates. The number of virtual contestants is minimized.

Because of the benefits mentioned above, the Ministry of Education and Training’s policy of building and applying a software to register admissions aspirations for virtual filtering has received the consensus of the vast majority of universities through the media. through admissions conferences, briefings. This solution is considered the best to be able to overcome and minimize the situation of virtual candidates.

This is inherently a “headache” problem for schools each enrollment season, because if the number of virtual candidates cannot be calculated correctly, the school will run the risk of under or over-enrollment, thereby causing problems. undesirable consequences. Of course, the general virtual filtering and aspiration processing system cannot completely eliminate the situation of virtual candidates due to candidates studying abroad or choosing to study at vocational schools that are not part of the system, but that is only a small percentage. .

Reporter: So according to the Director, in order to achieve the goals set out when filtering the general virtual, limiting the virtual situation, avoiding confusion, and not affecting the school and the candidates, what conditions should be ensured?

Ms. Nguyen Thu Thuy: In 2021, 50% of candidates have applied for admission and 100% of candidates have adjusted their wishes to apply online on the system. Over the years, schools have joined the system to virtualize candidates for admission by high school graduation exam results.

The goal of 2022 will be virtual filtering common to all admissions methods, technically hardly any more complicated than previous years. However, any change can lead to risks and errors, especially when there are millions of candidates, teachers of high schools, Departments of Education and Training, training institutions, etc. create join system.

With experience and results from the enrollment work in previous years, in order to avoid confusion and limit the impact on training institutions and candidates, in the past time, the Ministry of Education and Training has been urgently implementing Currently upgrading the software to ensure convenience for candidates in registering their admissions aspirations (the software with the enrollment database has a control mechanism to support and limit the candidates’ errors in the exam). registration process), support training institutions and meet enrollment regulations.

The Ministry has regularly held online briefings with the Departments of Education and Training, training institutions to agree on guidelines, perfect policies, complete circulars, documents and plans on enrollment; at the same time, discuss and agree on technical aspects with staff directly in charge of enrollment of schools and groups of schools.

The Ministry will also issue documents, develop documents and clips to guide candidates in exam registration and admission; strengthen communication, career guidance, provide information to candidates, create conditions for them to have access to the most complete and accurate information.

Reporter: In the long term, how does the Ministry of Education and Training plan to manage this issue, Director General?

Ms. Nguyen Thu Thuy: It can be seen from the innovations in both structure, content and approach in this year’s draft enrollment regulations, the state management role of the Ministry of Education and Training as well as the autonomy in enrollment. of well-defined training institutions.

Based on the general requirements and basic principles specified in the draft, the training institutions independently develop and choose to apply the most appropriate enrollment method, implementing “university in diversity”. ensure objectivity and fairness among candidates, equal competition among training institutions as well as create consensus in society.

The Ministry of Education and Training will review to detect and overcome inadequacies in the enrollment work, if any adjustments will be mainly focused on technical solutions.

The system to support high school graduation exam registration and enrollment will be further developed, connected to industry databases and population databases, gradually becoming a platform providing best services and facilities for candidates and for training institutions.

The Ministry will continue to improve the national database on higher education, connect to the database of educational levels, and manage student information smoothly from enrollment, training to graduation. .

Reporter: Thank you very much, Head of Department!
