On May 11, the General Department of Road Traffic, together with the Traffic Police Department and related units, reviewed the plan for traffic organization and the sign system on the road. Expressway Hanoi – Hai Phong to serve the pilot work of 100% non-stop toll collection of vehicles on the route from June 1, 2022.

Mr. Nguyen Van Huyen, Director General of the Directorate for Roads of Vietnam, confirmed that from June 1, it will be carried out only non-stop automatic toll collection (ETC) on the entire Hanoi-Hai Phong expressway and will not delay the implementation time. The pilot will be carried out at 32/62 toll lanes on 6/6 toll stations on the Hanoi – Hai Phong expressway.

At the inspection of the preparation for the implementation of only non-stop toll collection on the Hanoi-Hai Phong expressway on the afternoon of May 11, according to Mr. Huyen, on National Highway 5, parallel toll collection between ETC and MTC was still carried out. manual fee (one stop) so people have the right to choose, either go to the expressway to collect ETC or go on National Highway 5. Thereby, people will find the convenience of using ETC.

“At each BOT station on the route, a manual toll collection service will be maintained, one stop to handle vehicles that have problems during the toll collection process such as unrecognized cards…,” Mr. Huyen added.

For toll card problems such as not being recognized… Mr. Huyen said that the Directorate for Roads has also issued many documents directing the VETC Automatic Toll Collection Company Limited and the Traffic Joint Stock Company. number of VDTCs to coordinate to completely handle and minimize problems in the process of organizing toll collection.

Regarding the concern that the incident of fiber optic cable breakage, causing paralysis of toll collection on the Hanoi-Hai Phong expressway, has been repeated as in the past time, Mr. Huyen said that the Directorate for Roads has directed the management unit to be the General Department of Transport. Vietnam Infrastructure Development and Financial Investment Company (VIDIFI) and VETC constructed and installed a backup fiber optic cable line, to ensure continuous transmission.

Emphasizing that the piloting of collecting only ETC tolls on this expressway is a premise to expand to other expressways in the near future, Mr. Huyen said that during the pilot implementation, only ETC toll collection on the highway will be collected. If the first time there is a long traffic jam, in the event of force majeure, the investor has the right to discharge the station to free up traffic.

“The discharge of BOT toll booths does not affect the interests of tollgates, nor does it cause loss of revenue. These situations and plans are already included in the signed contract on the financial plan,” said Mr. Huyen.

The Hanoi – Hai Phong Expressway will only automatically collect tolls without stopping from June 1, 2022.

Mr. To Nam Toan, Director of the Department of Science, Technology, Environment and International Cooperation (General Department of Roads of Vietnam) said that up to now, VIDIFI has cooperated with toll collection service providers and other toll collection agencies. Relevant forces such as Traffic Police develop scenarios and plans to handle some situations and incidents during the pilot process of collecting only ETC tolls on the Hanoi-Hai Phong highway.

In addition, the Directorate for Roads has also reviewed and handled technical errors of the ETC system on the route to have a plan to overcome them before pilot implementation from June 1.

Develop scenarios, rehearse options for handling situations and incidents

According to Mr. Huyen, the piloting to collect only ETC tolls on the Hanoi – Hai Phong expressway is a premise to expand to other highways in the near future.

“During the pilot implementation, only ETC toll collection on the Hanoi – Hai Phong expressway occurs if the first time there is a long congestion, in force majeure situations, the investor has the right to discharge the station to solve the problem. traffic,” said Mr. Huyen.

Mr. Vu Huu Thanh, Deputy General Director of Vietnam Infrastructure Development and Financial Investment Corporation (VIDIFI), said that on the basis of the direction of the General Department of Transport, VIDIFI has coordinated with service providers. Toll collection and related units develop and issue a plan to handle some situations and incidents during the pilot process of toll collection only on the Hanoi – Hai Phong expressway.

Along with that, the General Department of Road Traffic also directed the review and handling of technical errors of the electronic toll collection system that did not stop on the route to have a solution to overcome before conducting the pilot.

In order to have a backup plan for the transmission line, the Directorate General of RRVN has directed VIDIFI to survey and deploy the backup transmission line to ensure redundancy and safe and smooth data transmission in the event of a problem with the transmission lines. now.

Mr. Nguyen Van Huyen added that, in addition to the main transmission line, there will be 2 more redundant transmission lines to ensure that when the main transmission line fails, there will be a backup plan, ensuring continuous communication.

Before the implementation time, the General Department of Roads of Vietnam also suggested that investors should issue leaflets to propagate to drivers and people about the pilot toll collection without stopping for the whole route from June 1, contributing to increase the rate of vehicles affixed with ETC cards through the station, striving to reach 89-90% when officially deployed. Currently, this rate is only 61%, sometimes reaching 65%.

Regarding the handling of violations, Major General Le Xuan Duc, Deputy Director of the Traffic Police Department, Ministry of Public Security said that for vehicles that do not have a toll card attached, they do not stop, or have stickers but the account is not enough for circulation. Those who deliberately enter the Hanoi – Hai Phong highway from June 1 will be severely punished. In which, the sanctioning work will lean towards the cold penalty recording to ensure traffic safety.

Talking more about this issue, Lieutenant Colonel Nguyen Truong Son, Captain of Traffic Control Team No. 2, Room 8, said that when the pilot toll collection without stopping on the Hanoi – Hai Phong highway was implemented. will proceed to remove the barie at the lanes. Thus, the handling of violations through the surveillance camera system will be more convenient, easier and more effective.

At the same time, he added that up to the present time, the technical monitoring infrastructure on the route has met the legal requirements to sanction violations.

According to VETC statistics, up to now, on the Hanoi-Hai Phong expressway, about 60% of vehicles use ETC toll collection, the rest still use MTC toll collection. On the Phap Van-Ninh Binh route, this rate reaches 65%.

Recently, in the report to the Prime Minister on the progress of implementing the road toll collection system in the form of ETC, the Ministry of Transport said that it will continue to urge and direct service providers to continue pushing strengthen the work of gluing cards, striving that in 2022, the number of card-gluing vehicles will reach 80-90%.

Up to this point, there are about 2.7 million vehicles participating in the service, accounting for about 60% of the total number of vehicles nationwide.

On the other hand, on the basis of the proposal of the Directorate for Roads of Vietnam, the Ministry of Transport has agreed in the immediate future to choose the Hanoi-Hai Phong expressway for pilot implementation, applying only the ETC toll collection method. June 2022.
