The pilot will be carried out at 32/62 toll lanes on 6/6 toll stations on the Hanoi – Hai Phong expressway.

Regarding the concern that the incident of fiber optic cable breakage, causing paralysis of toll collection on the Hanoi-Hai Phong expressway, has been repeated as in the past time, Mr. Huyen said that the Directorate for Roads has directed the management unit to be the General Department of Transport. Vietnam Infrastructure Development and Financial Investment Company (VIDIFI) and VETC constructed and installed a backup fiber optic cable line, to ensure continuous transmission.

Emphasizing that the piloting of collecting only ETC tolls on this expressway is a premise to expand to other expressways in the near future, Mr. Huyen said that during the pilot implementation, only ETC toll collection on the highway will be collected. If the first time there is a long traffic jam, in the event of force majeure, the investor has the right to discharge the station to free up traffic.

“The discharge of BOT toll booths does not affect the interests of tollgates, nor does it cause loss of revenue. These situations and plans are already included in the signed contract on the financial plan,” said Mr. Huyen.

Mr. Nguyen Van Huyen added that, in addition to the main transmission line, there will be 2 more redundant transmission lines to ensure that when the main transmission line fails, there will be a backup plan, ensuring continuous communication.

Before the implementation time, the General Department of Roads of Vietnam also suggested that investors should issue leaflets to propagate to drivers and people about the pilot toll collection without stopping for the whole route from June 1, contributing to increase the rate of vehicles affixed with ETC cards through the station, striving to reach 89-90% when officially deployed. Currently, this rate is only 61%, sometimes reaching 65%.

Regarding the handling of violations, Major General Le Xuan Duc, Deputy Director of the Traffic Police Department, Ministry of Public Security said that for vehicles that do not have a toll card attached, they do not stop, or have stickers but the account is not enough for circulation. Those who deliberately enter the Hanoi – Hai Phong highway from June 1 will be severely punished. According to VETC statistics, up to now, on the Hanoi-Hai Phong expressway, about 60% of vehicles use ETC toll collection, the rest still use MTC toll collection. On the Phap Van-Ninh Binh route, this rate reaches 65%.

Recently, in the report to the Prime Minister on the progress of implementing the road toll collection system in the form of ETC, the Ministry of Transport said that it will continue to urge and direct service providers to continue pushing strengthen the work of gluing cards, striving that in 2022, the number of card-gluing vehicles will reach 80-90%.

Up to this point, there are about 2.7 million vehicles participating in the service, accounting for about 60% of the total number of vehicles nationwide.

On the other hand, on the basis of the proposal of the Directorate for Roads of Vietnam, the Ministry of Transport has agreed in the immediate future to choose the Hanoi-Hai Phong expressway for pilot implementation, applying only the ETC toll collection method. June 2022.
