In 2013, Tho Xuan Airport was decided by the Prime Minister to put into operation civil aviation with the function of a domestic airport, shared civil and military. The old military terminal was permitted by the Ministry of Defense to be renovated and repaired by the People’s Committee of Thanh Hoa province to be used as a passenger terminal for domestic flights while the civil passenger terminal has not yet been built.

According to the Tho Xuan International Airport Plan for the 2021-2030 period, with a vision to 2050, approved by the Ministry of Transport in 2020, in which, in the 2021-2030 period, the plan to renovate and expand the current passenger terminal is planned. own T1 and build a new passenger terminal T2, the total design capacity of the passenger terminal is 5 million passengers/year.

Currently, T1 passenger terminal at Tho Xuan Airport does not have an isolation area for domestic and international terminals, immigration management and customs areas, so it is not yet guaranteed for the operation of international routes. Meanwhile, according to the report of the Airports Corporation of Vietnam, it is expected that the Corporation will build the passenger terminal T2 in the medium-term investment plan for the 2021-2025 period, to be completed by the end of 2026. Accordingly, the People’s Committee of Thanh Hoa province has sent an official letter requesting to continue using the military terminal at Tho Xuan airport to serve international flights until December 31, 2026 and has been approved by the Ministry of National Defense.
