The infrastructure of the resettlement area is broken, hundreds of households are calling for help
To give up land for projects in Vung Ang economic zone, thousands of households in Ky Loi commune had to relocate to Tan Phuc Thanh resettlement area (Ky Trinh ward, Ky Anh town, Ha Tinh province). However, for more than 10 years, the traffic has not been completed, and the households are helpless to call for help.
In 2010, to cede land to the project in Vung Ang Economic Zone (Ky Anh Town, Ha Tinh), this province has a policy to relocate hundreds of households in Ky Loi Commune to Tan Phuc Thanh resettlement area (Ky Trinh ward).
In order for people to have a stable life, Ha Tinh province coordinates with relevant units to carry out compensation, resettlement support and site clearance.

Thousands of households in Ky Loi commune were forced to move to Tan Phuc Thanh resettlement area. In 2010, 289 households were relocated. In August 2020, a lottery was held to allocate land to people for the second phase of relocation. In total, more than 8,000 people have been relocated in two phases.
The investors are committed to complete the traffic infrastructure before arranging people to live in. However, after more than 10 years in the resettlement area of Tan Phuc Thanh, people live in a state of insecurity because of the incomplete transport system and infrastructure. In particular, in the rainy season, water overflows into the house, and the rainwater erodes, forming deep crevices in the middle of the road.


According to PV’s observations, currently many roads in villages 1, 2, and 3… belonging to the Ky Loi Resettlement Area Project are still under construction. Along the roads, manholes are open, unsafe, and the road surface is full of potholes.



Ms. Le Thi Thuyet (SN 1973, resident of village 1, Tan Phuc Thanh) said: “12 years ago, my family and hundreds of people approved the policy of ceding land for the project in Vung Ang Economic Zone. We moved here to live.
However, over the past 10 years, the roads are not secure and the roads are potholes. When it rained, water flowed into the house, our family was forced to go to the street to pick up stones to stop the water from flowing. I have written many times to petition to soon build the road, but to no avail.”


Ms. Nguyen Thi Ngai’s family (70 years old, residing in village 2, Tan Phuc Thanh) is in the second phase of migration. In November 2021, Ms. Ngai’s family moved to the resettlement area to live in order to give up land for the project. However, the road around the house is not completed yet.


“Before coming here, the government told us that we would make sure roads for people to travel easily. We believed and waited for many months for them to build a road, but we couldn’t. We had to spend our own money to build a part of the road in front of the house. When it rained, the water rushing into the house was very frustrating. We propose to thoroughly complete the roads soon so that people can feel secure in this new place,” said Ms. Ngai.

The leader of Ky Loi Commune People’s Committee said that in Ky Loi commune, there were 2 times of people moving to Tan Phuc Thanh resettlement area.
“Phase 1 migrated to give up land for the Formosa project. Phase 2 relocates people to make way for the projects of Vung Ang Economic Zone. However, so far, roads, manholes and some infrastructure have not been completed.
For many years, people have petitioned and we have proposed many times to the People’s Committee of Ky Anh town to build a road for the people, but we have not been able to,” said the leader of Ky Loi commune.
According to the leader of Ky Loi commune, the project was built by Xuan Thanh Group (now ThaiGroup Joint Stock Company) since 2009 but is still unfinished.
“This project is built by Xuan Thanh Group. People petitioned more than 10 years ago, but now the infrastructure has not been built,” added the leader of Ky Loi Commune People’s Committee.
