The project was assigned by the People’s Committee of Ninh Binh province to Hoa Lu University as an investor.

Local people said that this area was previously agricultural land for rice cultivation, but it was confiscated in 2007 to implement the project. After the land was recovered, people had no more land to cultivate, so they had to work very hard, while the project was left empty, extremely wasteful.

Located far from the university area is a concentrated dormitory with 4 blocks of 5-storey houses, which was started construction in 2009 with a total investment of more than 900 billion VND on an area of ​​​​more than 11 hectares. similarly wild.

It is expected that the student dormitory will come into operation in 2013, which will accommodate more than 7,000 students from three schools: Hoa Lu University, Ninh Binh Medical College, and Lilama Vocational School.

However, after more than 10 years, the project was only partially completed.
