3 projects inspected include: Suoi Ca surface water supply dam and water treatment system in Xuan Duong commune, investment in technical infrastructure of Dong Nai Biotechnology Application Center phase 1 and construction investment. Irradiation Center of Dong Nai Province.

All three projects above belong to Dong Nai Biotechnology Park.

Dong Nai Biotechnology Park is a project located in Cam My district, deployed with state budget capital, invested by Dong Nai Department of Science and Technology.

This super-large project in Dong Nai started construction in 2010, covering an area of 226 hectares in Xuan Duong commune, Cam My district (Dong Nai) with a total initial capital of about 1,000 billion VND, from capital from the local budget and part of the capital from the central government.

When put into operation, Dong Nai Biotechnology Application Center received the task of carrying out industrial production of biotechnology associated with research activities, connecting training activities and commercial activities. technology.

The center attracts domestic and foreign investment projects, promotes technology transfer, specialized training, and develops production using biotechnology and product adaptation.

The construction of the Center for Biotechnology Application is a premise for the construction of a high-tech park specialized in biotechnology and a scientific urban area.

The Center plays the role of linking science, technology and production with production, connecting scientific research institutions, farmers and businesses in the locality and surrounding areas.

It is known that, in fact, from the time it was put into operation until now (focusing on the period 2012-2016), there are 29 scientific topics and projects in the field of crop production and animal husbandry by the Department of Science and Technology. invested in Dong Nai Biotechnology Application Center with a budget of hundreds of billions of dong.

Currently, most of the research projects have ended, but many models are still stuck in the handover process or have no new investment direction. Accordingly, the infrastructure, machinery and equipment invested by many projects are left empty and increasingly degraded, making the scene at this center quite dilapidated and dilapidated.

Nearly 40 hectare-wide membrane houses are almost deserted, the roof of the membrane and the net on the side are torn; The high-tech water-saving irrigation system is also badly damaged, around which weeds grow. According to a report by the Dong Nai Biotech Hi-tech Park Management Board, the unit has only been handed over 2/7 of the greenhouse models (belonging to the group of 6 projects of growing vegetables and fruits in greenhouses), the rest are being in the process of taking over or not completing the final settlement.

At this point, almost all greenhouses are damaged and are no longer usable. Farms raising bats, mink, Dong Tao chickens, wild boars, etc., each project invested billions of dong, are also quite desolate, many farms are left empty because there are no livestock. The models of orchards such as dragon fruit, pepper, durian, avocado, etc. have been meagerly developed, almost all of them are affected by diseases with a high mortality rate.

According to Mr. Nguyen Huu Tai, a representative of the Dong Nai Biotech Hi-tech Park Management Board, there are many degraded biofilm houses, so the unit is trying to upgrade to implement projects. Currently, the unit has in turn liquidated breeding models such as ducks, ferrets, and Droughtmaster cows due to inefficiency. The purpose is to use the land to make other models. For ineffective models, the management board will also coordinate with the Department of Science – Technology and relevant agencies to consider stopping the implementation.

To make the inspection process public and transparent, the People’s Committee of Dong Nai province appointed Mr. Nguyen Xuan Ha, Deputy Chief Inspector of Dong Nai province to lead the inspection team. Joining the inspection team were the directors of the Departments of Planning and Investment, Transport, Natural Resources and Environment, Finance, Agriculture and Rural Development, Science and Technology, Chairman of the People’s Committee of Cam My District, Head of the Management Board of the Biotech Hi-tech Park. Dong Nai…

The inspection contents include: observance of law provisions on land management and use, order and procedures for investment, project management, payment and settlement of funds from the state budget. water supply…with an inspection period of 45 days.

Previously, on April 20, 2022, the Chief Inspector of Dong Nai province issued Report No. 82/TT-NV2 requesting the establishment of an interdisciplinary inspection team for the three projects above.

It is known that related to some of the above projects, before that, in February 2021, the Dong Nai Provincial Police issued a decision to prosecute the case and prosecute the accused against Mr. Science and Technology of Dong Nai province on violations of regulations on construction investment, causing a loss of 27 billion VND to the State. Since Mr. Sang fled abroad, the police agency is currently an international wanted man.
