Ms. Thuy then transferred the factory to Khanh Nam Co., Ltd. to continue the production of paper pulp and votive paper. In April, people discovered that businesses were secretly discharging illegal wastes, polluting the Quyen and Chang rivers mass death of shrimp and fish.

The Chang River Protection Forest Management Board reported that many times, when detecting illegal construction works and factories, they have made a sanctioning record, but the factory has been operating underground for nearly 10 years.

In mid-April, the water on the Quyen and Chang rivers (the Quyen River is a tributary that flows into the Chang River) passing through Hoa Quy, Thanh Hoa, Nhu Xuan districts, suddenly turned black. Smells bad. After that, the aquatic species naturally living in the river died. At the bank of Quyen river, near the production workshop of Khanh Nam Co., Ltd., wastewater still leaks and smells bad.

Authorities of Nhu Xuan district recorded that at the time of inspection, Khanh Nam Company was producing pulp. Waste water from the production process, not yet treated, was poured directly into Quyen River through two 110 mm plastic pipes, connecting from the waste storage tank and the pulp soaking tank. Wastewater causes the whole river to stretch for tens of kilometers of pollution.

The People’s Committee of Nhu Xuan district has requested Khanh Nam Company to suspend production and overcome the consequences of pollution. This enterprise was also recorded and fined 50 million VND for illegal discharge.
