Tuition fees in Ho Chi Minh City are expected to increase by 5 times the highest

From the school year 2022-2023, the lower secondary school fees are expected to increase from 60,000 VND/month to 300,000 VND by Ho Chi Minh City; other levels increase 70,000-180,000 VND depending on the area.

On May 13, the Department of Education and Training asked for opinions on the draft Resolution regulating tuition fees for preschool and public general education from the school year 2022-2023 in Ho Chi Minh City. The resolution was developed according to the new tuition fee framework of Decree 81/2021 government.

Compared with the framework in Decree 81/2021, the expected tuition fee of HCMC is at the floor level, ie the lowest fee. However, compared to the tuition fee of the previous school year, the new revenue increased sharply.

Accordingly, from the school year 2022-2023, tuition fees at public educational institutions are not yet guaranteed for recurrent expenditures as follows:

Elementary school is free of charge. The above fee is the basis to support private primary school students or private students who are eligible for the policy of tuition fee exemption and reduction as prescribed.

Group 1 (urban) tuition fees apply to students in districts, Thu Duc city; group 2 (rural) for students in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.

In group 1, tuition fees increased the most at the lower secondary level, from 60,000 VND/month to 300,000 VND/month.

In group 2, the tuition rate also increased the most at the lower secondary level, from 30,000 VND/month to 100,000 VND/month.

According to the explanation of the Department of Education and Training, there is a difference in tuition fees because in the past, Ho Chi Minh City has always maintained a low tuition fee and has not increased during the past six years.

From 2019, Ho Chi Minh City still has reduce tuition lower secondary level: from 100,000 VND/month to 60,000 VND in group 1, 85,000 VND/month to 30,000 VND/month in group 2. Therefore, when applying the new tuition rate, this grade has the biggest difference.

In the impact report of this draft resolution, the Department said that each year, Ho Chi Minh City spends 20% of its recurrent budget on education and training. However, this only ensures the basic regime for the team, the investment rate for facilities and professional activities is very modest; must settle from tuition fees to meet the requirements of innovation and development.

The development of a new tuition fee level contributes to a better implementation of equity in education, ensuring equality in the contributions of families and learners, and adjusting the budget expenditure structure.

Also according to the draft, from the school year 2023-2024, based on the consumer price index and economic growth rate, the People’s Committee of Ho Chi Minh City will submit to the City Council a specific fee collection rate. The next year’s revenue will not increase by more than 7.5% and not exceed the prescribed ceiling.

Due to Covid-19, Ho Chi Minh City has not yet applied the new tuition framework for the 2021-2022 school year. The city also supports, free tuition for more than 1.3 million public students this school year.

According to the Education Law, the Government stipulates a mechanism for collecting and managing tuition fees with educational institutions; Provincial-level People’s Councils decide on specific revenue levels. Ho Chi Minh City has the second largest number of students in the country (after Hanoi), and is also one of the localities that builds the earliest tuition fee collection plan for the new school year.
