When will workers be able to stay in social houses of billions of dollars?

The survey results on housing needs conducted by the trade union recently showed that currently, there are about 1.3 million workers and workers in the city with housing needs. Of these, only nearly 40,000 workers, accounting for 3%, live in accommodation areas and dormitories built in industrial zones.

According to a VOV.VN reporter’s actual survey in the North Thang Long Industrial Park, most workers have to rent and live in small, narrow, poorly lit motel rooms, with an average area of about 14 – 20m2, the rental rate. from 650,000-750,000 VND/month, including electricity and water.

Meanwhile, with an income of 9 million to 10 million VND/month, having to cover many things in daily life, it is extremely difficult to accumulate and buy a house in Hanoi.

At 5 pm, present at the hostel in Bau village, Kim Chung commune, Dong Anh district, Hanoi, in a small motel room, only about 15m2, Mr. Nguyen Bao Trung, a worker at Nissei Electric industrial park shared, Mr. Working here for 5 years, with a salary of 9 million VND/month, minus the cost of room, electricity, water, meals and some other personal activities, the remaining savings are not much.

To earn extra income, in the past, after work and on holidays, he also runs a motorbike taxi, now, he contributes capital to open a lemon tea shop with friends. However, in the context of the current high prices of everything, that level of income is still quite narrow. Trung’s dream of buying a social house is very far away.

“With my current salary, I don’t dare to dream of buying social housing. The life of workers is quite difficult, I have to try to work overtime and do some other jobs to improve my life. Like many others, I wish the state would create the most favorable conditions and support so that the dream of having a house of workers like us comes true,” Trung said.

Having the same concerns and concerns, Ms. Luong Thi Ha, a worker at SEEV Electronic Components Co., Ltd (Vietnam) said that her monthly income is about 9 million VND on average. Although she lives alone, she still tries to save money on expenses, sometimes sending a little to her hometown to give to her parents. According to Ms. Ha, with a limited salary, it is very difficult to accumulate and buy social housing. Ms. Ha hopes that the city will build social housing areas with small apartments, prices suitable for workers’ incomes, which can be sold in installments or cheaply rented to wish to “touch” the house. in the workers’ society becomes a reality.

It can be seen that the value of an apartment in a social housing project is still beyond the reach of many workers. Currently, the price of social housing fluctuates from 16 million VND/m2, in some places up to 20-21 million VND/m2, equivalent to 1 billion to 1.6 billion VND/apartment. While most workers can only save about 15-20% of their income. Such prices are still quite high compared to people’s incomes, especially workers and low-income earners.

According to Deputy Minister of Construction Nguyen Van Sinh, up to now, the whole country has completed 275 social housing projects with the scale of about 147,000 apartments (about 7.35 million m2 of floor); is continuing to implement 339 projects with the scale of about 371,500 apartments.

Since the beginning of the year, the whole country has started construction of 7 housing projects with a total of 23,965 apartments, including 5 social housing projects with a scale of 20,765 units. On April 21, in Ha Nam province, a social housing project started construction with a scale of 564 units. In the third and fourth quarters of 2022, the city is expected to start construction of 2 social housing projects with 1,860 units.

Although some remarkable results have been achieved, Deputy Minister Nguyen Van Sinh assessed that the development of social housing has not been as expected. The reasons are due to lack of land fund, problems in investor selection procedures, lack of preferential capital sources, and inadequate incentive mechanism for investors, not strong enough to attract businesses. In addition, social housing projects still encounter procedures in determining selling prices, making it difficult for businesses to finalize or issue pink books to buyers late.

An issue that concerns many people is that most social housing areas are far from where workers work. Because most of the workers have to work overtime or shift shifts. After work, they want to go home to eat and rest. If the house is too far away, it is very inconvenient to travel, spends money on gas, takes a lot of time to move. Therefore, many workers have to rent out accommodation and live in cramped, deprived and crowded places.

According to Mr. Ngo Duy Hieu – Vice Chairman of the Vietnam General Confederation of Labor, housing issue is one of the current great concerns of the General Confederation for workers.

This unit has synchronously deployed many solutions. It is proposed housing policies. The General Confederation is proposing to amend about 4 laws, including the Law on Housing, the Law on Real Estate Business, the Law on Land, the Law on Investment and the Law on Construction. These laws contribute to creating a mechanism of actors to participate in the construction of social housing in general and especially the proposal to set aside resources for construction of worker housing.

“The General Confederation is also allowed to be a construction investment subject. Currently, we are allowed to build union institutional projects around the housing area. In fact, there are many places to build houses very far from where workers work, due to poor planning and supervision, leading to many land banks in the industrial park being filled. , by, businesses no longer have land for housing. Therefore, it is acceptable to build houses farther away. From those facts, we will make direct recommendations to the Government and authorities, and propose to spend resources in the public investment program to focus on housing construction,” said Ngo Duy Hieu. good./.
