When in operation, Nam Dong cement factory is expected to create jobs for a large number of local workers and contribute hundreds of billions of dong to the provincial budget each year.

In March 2009, the project of Nam Dong cement factory (Thuong Quang commune, Nam Dong district, Thua Thien – Hue province) was started construction with the implementation of compensation for site clearance, bomb disposal, and bombing. price of quarry reserves… and committed to produce the first product in 2011. However, due to the investor’s difficulties and slow progress compared to the commitment, the People’s Committee of Thua Thien – Hue province agreed to the extension, the investor promised to put the factory into operation in the first quarter of 2016.

By August 2014, the Nam Dong cement plant project was included in the list of delayed projects. Since then, the factory has unfinished the “unmoving military project” for more than 13 years.

A resident of village 5, Thuong Quang commune, raising buffaloes in the operator’s premises said: ”We saw that we built a house and then abandoned it for a long time without using it, so we let the buffaloes graze on grass. cover should tie the buffalo here.

It is known that in order to have a land area of ​​40 hectares to build Nam Dong cement factory, 28 households in Thuong Quang commune had to relocate their houses and gardens to the resettlement area to make room for the project.

Ms. Hoang Thi Thay (70 years old, living in hamlet 5, Thuong Quang commune) is one of 28 households giving up land for this cement factory project. Just remember to be compensated 300 million and 1,000m2 of residential land. Since then, there is no land for cultivation and production, 4 members of Ms. Thay’s family have to work as hired laborers.

“The land ceded to the family’s previous Nam Dong cement factory project is still being facilitated by the local government to grow short-term crops. When the investor takes it back, it will be returned to them,” added Ms. Hoang Thi Thay.

The factory campus is used to grow grass for cattle.

Wasted 40 hectares of land for more than 13 years

Talking to PV, Mr. Dinh Hong Lam, Chairman of Thuong Quang Commune People’s Committee, informed that the displaced households have been compensated and resettled according to regulations. “In the resettlement area, houses and gardens are secured. Households whose production land has been recovered have also been compensated, if they do not have productive land elsewhere, they need to change occupations because they have received compensation.

According to the Department of Planning and Investment of Thua Thien – Hue province, after the Minister of Construction worked with the Provincial People’s Committee, there was a Notice of conclusion supporting the policy of continuing the project implementation in 2019. Therefore, on On March 1, 2019, the Provincial People’s Committee issued a Report No. 1072/TTr-UBND to the Prime Minister on the proposal to continue investing in the Nam Dong Cement Plant project.

On June 18, 2019, the Prime Minister issued Notice of Conclusion No. 212/TB-VPCP so that the Nam Dong Cement Plant project could be considered for continued implementation in 2019 but the progress must be reviewed. select investors with sufficient financial capacity, technology, environmental protection and other necessary conditions…
