So, if you want to receive one-time social insurance, what documents do employees need to prepare?
Who can receive one-time social insurance?
According to the provisions of Clause 1, Article 60 and Clause 1, Article 77 of the Law on Social Insurance 2014 and Clause 1, Article 1 of Resolution 93/2015/QH13, employees who request it are entitled to social insurance (social insurance) 01 times if it falls into one of the following cases:
– Having reached the retirement age but have not yet paid social insurance premiums for less than 20 years.
– Female employees who work full-time or part-time in communes, wards or townships are 55 years old and 04 months old (in 2021) but when they leave work for less than 15 years, they have to pay social insurance premiums and do not continue to participate in voluntary social insurance.
– Going abroad to settle down.
– Suffering from one of the life-threatening diseases such as cancer, polio, cirrhosis of the liver ascites, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS and other diseases as prescribed by the Ministry of Health.
– Police officers and soldiers when serving, demobilizing or resigning but are not eligible for pension.
– After 1 year of leaving work or participating in voluntary social insurance after 1 year, do not continue to pay but have not yet paid full 20 years of payment of social insurance.
Dossier to apply for one-time social insurance
Pursuant to Decision 222/QD-BHXH dated February 25, 2021, the application file for one-time social insurance is prescribed as follows:
– Original social insurance book.
– Original application form (Form No. 14-HSB).
– For people going abroad to settle down, they must submit a copy of the certification of the competent authority on renunciation of Vietnamese nationality or a certified or notarized Vietnamese translation of one of the following papers:
Passport issued by a foreign country.
+ A visa issued by a competent foreign agency with confirmation of the entry permit for the reason of living abroad.
+ Papers certifying that they are carrying out procedures for naturalization of foreign countries; certification papers or permanent residence cards with a term of 5 years or more, issued by a competent foreign agency.
– In case of suffering from life-threatening diseases such as cancer, polio, cirrhosis of the liver ascites, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS, a copy/summary of the medical record is available. demonstrate non-self-service status; if suffering from other diseases, it shall be replaced with a report on assessment of a decrease in working capacity of 81% or more from the Medical Assessment Council, showing that they cannot serve themselves.

Procedures for receiving social insurance 1 time
After having all the above documents, the employee follows the steps below:
Step 1: Prepare documents
The employee prepares a complete set of documents mentioned above.
Step 2: Submit the application to the social insurance agency of the district/province where you live.
Submission form:
– Via electronic transactions: Employees register to receive authentication codes and send electronic documents to the Vietnam Social Insurance Portal or through I-VAN (if they have registered to use I-VAN services). ); in case the paper application is not converted to electronic format, the entire paper application shall be sent to the social insurance agency via the public postal service;
– Through the public postal service;
– Directly at the social insurance agency.
The social insurance agency receives the dossier and settles it according to regulations.
Step 3: Get the settlement result.
Processing time: Up to 5 working days from the date the social insurance agency receives the complete dossier as prescribed.
Employees receive settlement results, including:
– Relevant documents: in the registered form (directly at the social insurance agency or through the public postal service or via electronic transactions);
– Employees can receive benefits directly at the social insurance agency or through the public postal service or through a personal account;
In case of authorizing another person to receive on behalf of the employee, the employee shall comply with the procedures for “authorization to receive the social insurance and unemployment benefits” or the original of the authorization contract as prescribed by law.
The number of workers withdrawing one-time social insurance has increased largely due to the impact of the pandemic in the past three years. The State has many social security packages but has not solved all difficulties for workers, forcing them to withdraw that amount for consumption. Affected by the pandemic, in the first three months of 2022 alone, nearly 209,000 people chose to leave the pension fund.
The wave of one-time social insurance withdrawals is “particularly worrying” when the majority of withdrawers are female workers. About 69% of 2019 withdrawals were female under the age of 35. Women use this money to meet urgent needs for welfare such as consumption or as a source of funding for raising children.
The increase in withdrawals year by year creates a trend, putting great pressure on efforts to expand social insurance coverage and financial security in retirement for the elderly in the future.
