On the basis of this guidance of the Ministry of Health, the Vietnam Social Security Administration has issued a document guiding the payment of medical examination and treatment costs covered by health insurance with technical services performed by borrowed and ordered machines.

On May 9, 2022, the Ministry of Health issued Official Letter No. 2348/BYT-KH-TC on the annulment of Official Letter No. 2009/BYT-KH-TC mentioned above. Implementing the new direction of the Ministry of Health, Vietnam Social Security has issued Official Letter No. 1261/BHXH-CSYT dated May 12, 2022 on stopping payment under the health insurance regime for technical service costs performed since machines borrowed and ordered from the winning companies for chemical materials.

Official Letter No. 2009/BYT-KH-TC of the Ministry of Health is a document guiding payment for technical services using borrowed and ordered machines ordered by the winning units of materials and chemicals.

The People’s Committee of Ho Chi Minh City and hospitals said that if they stop paying for health insurance with the cost of technical services on borrowed machines, machines located at medical facilities (according to the Ministry of Health’s document) will affect people’s health, quality of treatment and universal health insurance.

After receiving petitions from many medical examination and treatment facilities, the People’s Committee of the province/city asked to continue to be paid the cost of technical services performed from the borrowed and ordered machines. point of companion, remove difficulties and obstacles for medical examination and treatment facilities.

Therefore, Vietnam Social Security proposes the Ministry of Health to comment on the payment of medical examination and treatment costs covered by health insurance for technical services performed by machines lent or ordered by the winning companies for materials and chemicals. under the contract signed with the medical facility.

In addition, the Vietnam Social Insurance Agency proposed the Ministry of Health to promptly guide the units to urgently switch from the form of borrowing and ordering to the forms specified in Decree No. 151/2017/ND-CP dated 26/02.
