Further explaining, the Prime Minister said, in the context of complicated, unpredictable and unpredictable developments in many aspects, countries must focus on building an independent and self-reliant economy, minimizing the impact of economic shocks. shock from the outside in the integration process. The Government leader affirmed that building an independent and self-reliant economy in association with extensive international integration is the consistent, steadfast and cross-cutting policy of Vietnam since gaining national independence in 1945. especially during the 35 years of renovation, in the early 1990s when the Cold War ended and many important achievements were achieved.

In the current context, the Prime Minister emphasized that this policy should continue to be promoted.

Localities must also make good use of opportunities from international integration, creating a driving force for rapid recovery in the short term and sustainable development in the medium and long term. In particular, he said, attention must be paid to progress, social justice, ensuring social security and people’s lives.

The three pillars of the economy developing in this direction are a socialist-oriented market economy, a socialist rule of law and socialist democracy. In which, people are the center, subject, goal, and driving force of development.

It is necessary to build and promote Vietnamese cultural values ​​and human strength, in order to truly become an endogenous force, a driving force for national development and defense, and at the same time to mobilize and effectively use all resources for development,” said the Prime Minister.

In order to have an independent and self-reliant economy, Vietnam has determined to carry out six key tasks. That is maintaining independence, sovereignty, territorial integrity, socio-political stability, creating a foundation and favorable conditions for the development of an independent and self-reliant economy associated with extensive international integration. .

In addition, it is necessary to perfect the socialist-oriented market economic institution in a synchronous, modern and integrated manner, in line with international commitments; maintain macroeconomic stability, ensure major balances, deepen and substantive integration; focusing on restructuring the economy in association with in-depth growth model innovation, based mainly on science and technology, innovation, resource saving, green growth.

At the same time, Vietnam mobilizes all social resources, promoting the important role of domestic and foreign enterprises; human resource development and modern national governance. The head of the Government said that Fulbright University and the Senior Management Leadership Program (VELP) jointly implemented by Harvard University and Vietnamese Government agencies play an important role. Vietnam wishes to replicate this model with other famous universities in the US and the world, with a newer and more effective way.

After the speech, Prime Minister Pham Minh Chinh attended a policy discussion with Harvard professor on Vietnam’s development orientation in the 21st century.
