The government has a policy of attracting and creating cadres from excellent graduates and young scientists, the Prime Minister told international students in New York.

On the morning of May 16 (Hanoi time), Prime Minister Pham Minh Chinh met with 50 representatives of overseas Vietnamese intellectuals, Vietnamese youth and students in New York. At the proposal of Do Trieu Hai (School of Public Policy and International Affairs, Columbia University), the Prime Minister shared about solutions to attract brains to the public sector as well as the removal of degree conversions. between at home and abroad.

The Prime Minister said that converting degrees is interested by many people, including him. When he was still working at the Central Organization Department, he wanted to recruit excellent students to graduate from abroad, but had trouble converting degrees. The Department of Examinations and Education Quality Accreditation also tries, but besides subjective reasons, it must have the consent of the degree-granting country.

“The government is focusing on solving it to facilitate students regardless of any school, of course the whole process must have appropriate evaluation and ranking. On that basis, the two sides will recognize the degree. each other,” said the Prime Minister.

Government leaders shared, recruiting high-quality human resources into the public sector must solve two important issues, which are the material and spiritual interests of employees. Material things must make the workers enough to live, while the spirit is to help them work comfortably, the environment is friendly, appreciated and shared. Solving those two problems will attract high-quality resources.

However, with the current limited state budget, the salary regime is still according to the general regulations. “When the country was still in the bureaucratic economy, subsidized, the private economy was not developed, the conditions were very difficult, it was already very precious for us to study abroad and get a job, some people had to spend a lot of money. It takes time to find a job. But now it’s important to have the ability, the will, and the talented people are always selected,” emphasized the Prime Minister.

Recently, the Government issued a Decree on policies to attract and create cadres from excellent graduates and young scientists, in which there are a number of priority cases for direct recruitment. Many places have recruited excellent students to work in state agencies, such as Do Trieu Hai who was recruited to the Central Economic Commission.

The head of the Government said that the point of view was more open, it is not just working for the State to contribute to the country, but young people can choose wherever they work best. If they return home and do not work in the state, they will work at foreign firms with domestic headquarters, FDI companies…

“As long as we remember the country and wish to contribute to the country’s construction according to our capacity, we will support and encourage it wherever we work,” the Prime Minister said.

Dung (a construction student in New York) is interested in developing infrastructure in Vietnam, specifically the North-South high-speed railway. “I hope that the next line will be able to transfer technology and reduce foreign dependence from design and installation. Vietnamese engineers who can study and work abroad love the railway industry. How does the Prime Minister care about the railway industry? this?” asked Dung.

Government leaders said that building a high-speed railway is a concern of generations of Vietnamese leaders. One of the strategic breakthroughs of Vietnam today is transport infrastructure, including railways. However, the medium-term capital for the railway is not yet available, even though it has to be done in the long-term. Currently, experts are still arguing about making a highway like Japan 300 km/h or just making 200 km/h cheap, doing the whole route or dividing it into sections?

The government is studying how to do it, maybe applying a public-private partnership, doing each section like Ho Chi Minh City – Can Tho first because this route does not have a railway. Thang Quang Ngoc (School of International Policy, University of Notre Dame) questioned the Government’s policy of attracting FDI to ensure transparency in accessing information on land prices and investment incentives. The head of the Government said that in order to attract quality FDI, there must be a right path, suitable to the strengths and circumstances of the country. Once an international student, the Prime Minister reminded every young Vietnamese person to always be healthy; study and work stably, not inferior to anyone; unite with each other; is a bridge contributing to promoting Vietnam – US relations with his actions.

“I don’t have the right to choose my parents, there is only one in my homeland, being responsible for my family is also responsible for the country and doing what I can to make the best contribution to the country,” he said. affirming that each student is the best propaganda image for the country and people of Vietnam.
