Problems in paying health insurance for the service of using borrowed machines

The representative of Vietnam Social Insurance on the afternoon of May 15 said that the 2009 official letter was the basis for paying health insurance for technical services by borrowed machine, which has now been abolished by the Ministry of Health, so it cannot continue to pay for this service. .

The same morning, the Ministry of Health explained “do not stop payment medical insurance for services using borrowed machines” in basic testing and diagnostic imaging. The payment of health insurance for the service will still be made according to the instructions in Official Dispatch No. 6807 dated 9/ 11/2018, only the official letter No. 2009 on payment for technical services using borrowed machines, machines ordered by the winning units for materials and chemicalsissued on 12/4/2018.

However, according to the Vietnam Social Insurance representative, the payment for the above service will be made according to the instructions in Official Letter 2009. Official letter 6807 is just a copy of the conclusion of a briefing meeting between the two branches of health and insurance. insurance, cannot be taken as a guide to making payments.

“So, on May 9, the Ministry of Health canceled the official letter 2009, which means that the basis for guiding the payment of insurance for the above service is no longer available,” said the leader of Vietnam Social Security. On May 12, the Social Insurance Agency asked local social insurance to stop paying.

With the above view, the leader of Social Insurance still said: “Waiting for the Ministry of Health to have a new guide to replace Official Dispatch 2009, Vietnam Social Insurance will notify the units to follow”.

Currently, Vietnam Social Security has received recommendations from many localities and hospitals about continuing to be paid the cost of technical services performed from borrowed or ordered machines until the expiration of the remaining contract. . This agency requested the Ministry of Health to soon give opinions, and at the same time guide medical examination and treatment facilities to quickly change the form of borrowed or ordered machines from the winning unit to give, donate, rent, establish ownership rights. according to regulations. In the long term, it is necessary to have a roadmap soon to force the units to convert in the above form.

The fact that the two agencies have not yet agreed on guiding procedures may push hospitals into a difficult position, affecting medical examination and treatment activities as well as the rights and lives of patients. The reason is that many testing machines at last-line public hospitals are borrowed and ordered from the winning companies for materials and chemicals. The list of techniques performed on these machines is an essential and basic test for diagnosis and treatment.

If health insurance is not paid, hospitals may have to suspend testing services, which means that patients are not diagnosed and treated in time, which can affect their lives.

Ho Chi Minh City People’s Committee and 7 hospitals have Urgent petition continue to pay the health insurance premium for this service or make the switch according to the schedule so that the hospital has an alternative procurement plan to avoid affecting the patient.

Cho Ray Hospital believes that most of the testing machine system currently operating at the hospital is borrowed and ordered from the winning companies for materials and chemicals. If health insurance is not paid, there are two possibilities. The first, The hospital stopped performing all tests on borrowed and ordered machines from the winning companies for materials and chemicals. This means that the hospital will stop working because there are not enough paraclinical techniques to serve the diagnosis and treatment and the patient’s life will definitely be at risk.

Second, in order not to affect and threaten the patient’s life, Cho Ray continues to perform tests on borrowed and ordered machines, but patients must pay for themselves. This will affect the benefits of patients covered by health insurance, and has the potential to have a great impact on social security.

The People’s Committee of Ho Chi Minh City also reported that from May 9 to May 12 in the city, there were more than 9,400 medical check-ups and medical tests that needed testing at a cost of more than 47 billion VND, an average of 4 billion per day. Following the request of the Ministry of Health, about 16 billion VND of testing services in four days will not be paid by health insurance. Hospitals may have to suspend testing technical services, which means that patients are not diagnosed and treated in time, which can affect their lives.
