On the afternoon of May 15, related to the fact that the Ministry of Health has just issued a document to annul Official Dispatch 2009/BYT- KHCT on the payment of technical services using borrowed machines and machines by the winning units for materials and chemicals. The Ministry of Health has not yet issued a document to annul the Notice of Unification of payment of health insurance for technical services using borrowed machines and machines ordered by the units after winning the bid for materials and chemicals.

The Ministry of Health and Vietnam Social Insurance will soon agree to temporarily continue to comply with the instructions under Official Dispatch 6807/BYT-BH dated November 9, 2018 of the Ministry of Health.

“However, there must be a specific time for implementing units to convert to other forms when there is no regulation,” the representative of the Ministry of Health stated.

The representative of the Ministry of Health also said that there is no regulation on the form of borrowed machines or machines because the units after winning the bid for materials and chemicals are located at medical facilities.

Particularly for the form of renting machines at medical facilities, the representative of the Ministry of Health said that this form is implemented in accordance with Decree 151/2017/ND-CP dated December 26, 2017 of the Government detailing. In a number of articles of the Law on management and use of public property, units shall base themselves on regulations to make lease schemes according to regulations.

The Ministry of Health and related units are reviewing to study and include in the Draft Decree on joint ventures and cooperation in the medical field, which contains regulations for this form of borrowing and ordering machines from other agencies. Previously, many medical facilities and the People’s Committee of Ho Chi Minh City reacted to the fact that the Ministry of Health stopped paying health insurance costs when performing technical services with borrowed machines or machines located at medical facilities.

This sudden change will cause medical facilities to stop examining health insurance, patients with health insurance worry that they will have to pay for themselves, and at the same time, there is no solution to ensure the interests of patients.

Also on the afternoon of May 15, in order to ensure the interests of health insurance participants, the Vietnam Social Insurance proposed to the Ministry of Health for comments on the payment of health insurance for technical services from borrowed and ordered machines.

According to Vietnam Social Security, on April 12, 2018, the Ministry of Health issued Official Letter No. 2009/BYT-KH-TC requesting the Vietnam Social Security to direct social insurance at all levels to continue paying medical expenses covered by health insurance. At the same time, promptly guide the units to expeditiously change from the form of borrowing and ordering to the forms specified in the Government’s Decree No. 151/2017/ND-CP dated December 26, 2017 (giving, giving; lease; establish ownership).
