Impersonating an “officer at the Ministry of Public Security” appropriated more than 40 billion dong

On May 16, the People’s Court of Ho Chi Minh City announced the postponement of the first-instance trial of defendant Nguyen Ngoc Thien (SN 1981) for the crime of “fraudulent appropriation of property”. The trial panel will notify the trial date as soon as possible.

The indictment accuses Nguyen Ngoc Thien (another name: Long) of appropriating money from many people.

Before that, Thien pretended to be a police officer and was convicted of “fraud to appropriate property”. After completing his prison term, from July 2018 to early 2020, Thien was “a familiar horse”. This person believes that he is an official working at the Ministry of Public Security, knows many leaders, so he can buy liquidated cars, houses, land or cheap villas. Believe the word, many people do not hesitate to give a large amount of money to Thien to “ask for help”.

The prosecution concluded that Nguyen Ngoc Thien appropriated a total of more than 40.3 billion VND from nearly 20 victims.

For example, Ms. Tran Thi Phuong (residing in Ba Ria – Vung Tau province) received authorization to settle a dispute over a house in front of Nam Ky Khoi Nghia Street, District 3, Ho Chi Minh City.

Thien knew that Mrs. Phuong wanted to ask the inspection agency to “speak up” about the above dispute, so she asked her to send an initial cost of 2.5 billion VND if she wanted to investigate.

Ms. Phuong accepted to give that money, and at the same time asked Mr. Nguyen Quang Vinh (from Quang Ninh province) to cooperate with Thien to quickly settle the dispute.

Mrs. Phuong took Mr. Vinh to meet Thien. During the conversation, Thien continued to advertise that he had a low-priced liquidation of a front house in Phu Nhuan district, Ho Chi Minh City. The liquidation price is 5.7 billion VND while the market price is about 23 billion VND.

Thien explained that it was an internal purchase, so the police could not buy it in his name. To invest, two people need to give 2.7 billion VND in advance.

Putting her trust in Thien, Ms. Phuong transferred nearly 10 billion VND. In which, Mr. Vinh spent 5 billion dong…
