However, besides the positive results achieved, leaders of the Central Economic Commission also pointed out the limitations and inadequacies in urban development today.

That is, urbanization is uneven across regions and regions; the rate of urbanization did not reach the set target, much lower than the average level of countries in the region and the world; development in breadth is mainly with low density and dispersion, causing waste of land, limiting economic accumulation; the urban system is developing unbalanced, lacking linkages, without demarcation and sharing of functions within each region and among regions; Investment in urban development is still scattered, lack of synchronization, the belt has not been promoted and well exploited the resources from the city itself for urban development…

This reality is posing a need for functional sectors to have synchronous solutions such as developing large cities into growth poles; studying and promulgating separate mechanisms and policies on housing for industrial parks, considering worker housing as an essential infrastructure in industrial parks. Green infrastructure, green materials, green buildings in urban development; clearly define regions, apply database for planning…

The leader of the Central Economic Commission said that Resolution 06 has innovated thinking, theory and urban management methods, ensuring urban planning has a long-term, synchronous and modern vision, taking care of children. people and quality of life centered.

Accordingly, the leader of the Central Economic Commission said that when implementing Resolution 06, urban planning and urban infrastructure development will be one step ahead and ensure the main resources for urban development. . New institutions will also be perfected to resolutely remove term thinking and suspended planning status, the “give-for” mechanism, group interests in planning construction, adjustment and supplementation.

The urban development will also ensure the appropriateness and balance of regions, towards a green, smart city that adapts to climate change while preserving and promoting the elements of national cultural identity. Cities with more advantages will be built into economic, financial, trade and service centers… with high regional and international competitiveness.

To accomplish these tasks, Resolution 06 allows for stronger decentralization and decentralization of authority for urban authorities, well exploitation of resources from the city itself, and encouragement of all economic sectors to participate in development investment. and at the same time strictly handle violations in urban management and development.

According to planning, construction, management and sustainable development of urban areas in Vietnam by 2030, with a vision to 2045, by 2025, the urbanization rate should reach at least 45%. The urban economy accounts for about 75% of the country’s GDP; the proportion of provinces and cities directly under the Central Government with financial autonomy reached over 35%.

The goal is that by 2030, the urbanization rate will reach over 50% and strive to reach the ASEAN average.
