Continuing to say the last word, defendant Truong Quoc Cuong said that when the system of documents and laws was built, the quality was up to international standards, but unfortunately, there was a case of importing fake drugs of origin.
“Especially after the case was prosecuted, the pharmaceutical industry slowed down, experts refused to appraise, refused to sign contracts with the Drug Administration of Vietnam, leading to no treatment drugs. registration number limit, the health sector, the leaders of the Ministry of Health did not dare to extend … it is a sadness. All are afraid, from the medical staff to the leadership of the ministry “- Defendant Cuong explained.
According to defendant Truong Quoc Cuong, that led to the current pharmaceutical industry facing a difficult situation, the efforts of officials and generations were destroyed, poured into rivers and into the sea. “For that reason, I hope your judge considers the objective, subjective and level conditions, so that you can enjoy the appropriate sentence, creating conditions for the pharmaceutical industry to recover soon, even though it will take decades to recover. can recover,” said the former Deputy Minister of Health.
Defendant Cuong explained that a year ago, he could have 4,000 to 5,000 registration numbers for production, now in 2019 he has 98 registration numbers, 2020 has 96 registration numbers, last 2021 was 99 registration numbers, it is impossible. there are drugs for people, the consequences are very serious. “For me, a lifetime of striving, very conscious of the pharmaceutical industry, a very sensitive licensing industry, very self-disciplined, very self-aware, but unfortunately this happened, leading to today standing at That’s the biggest loss, the biggest loss is incomparable. Therefore, please, please consider all aspects and conditions so that I have a sentence that does not bring more suffering to me. , my family” – defendant Cuong finished his last words.
The other defendants apologized to their families for their lack of understanding, which led to violations and violations of the law. The defendants expressed repentance, remorse and hope to be considered to return to their families soon.
According to the notice of the trial panel, on the afternoon of May 19, the court will pronounce the sentence.
Previously, the representative of the Hanoi People’s Procuracy had asked the first-instance court to sentence defendant Truong Quoc Cuong to a sentence of 7 to 8 years in prison; propose to sentence defendant Nguyen Viet Hung, former deputy director of the Drug Administration of the Ministry of Health, to 3-4 years in prison; Le Dinh Thanh, former Ho Chi Minh City customs officer, was sentenced to 2-3 years in prison for the same crime of “lack of responsibility, causing serious consequences”.
Defendant Pham Hong Chau, former head of the Department of Drug Administration, was recommended 7-8 years in prison; Nguyen Thi Thu Thuy, former deputy head of the department, was recommended 4-5 years in prison together for the crime of abusing positions and powers while on official duty.
For the group of defendants accused of trading in counterfeit goods and medicines, the People’s Procuracy proposed to fine defendant Nguyen Minh Hung, former chairman of the Board of Directors and General Director of VN Pharma, and Vo Manh Cuong, former director of the International Maritime Company. M&C, and 20 years in prison. Combined with the previous sentences, the People’s Procuracy proposes to punish these two defendants with a total sentence of 30 years in prison.
