According to the dossier, in October, 2017, Vice Chairman of Dak Lak Provincial People’s Committee Nguyen Tuan Ha signed Decision No. 3000a approving the feasibility study report on the project to renovate and upgrade Provincial Road 12 (from Km0. to Km13+869, the section through Krong Bong district), with a total investment of 40 billion VND.

According to the scale of the project, the road surface of Provincial Road 12 is designed to mix crushed stone with asphalt (pour asphalt, then spread the stone layer on-PV); sections with weak roadbeds, often flooded with water, pavement structures made of cement concrete; roadbed is 7.5m wide, road surface is 5.5m wide, curb is 1m wide x both sides… Implementation period is from 2018-2020.

On October 14, 2020, the People’s Committee of Dak Lak province issued a decision to adjust the capital in the above project to more than 88 billion VND (additional more than 44 billion VND).

Accordingly, for more than 8.4km, an additional layer of asphalt concrete (0.7cm thick) will be added on the roadbed that has been invested in accordance with Decision No. 3000a. The remaining 5km will be reinforced with a 0.7cm thick asphalt layer on the basis of the existing asphalt pavement, after repairing and patching potholes locally… Expected to be completed by February 20, 2022. into use.

According to Mr. Phan Xuan Bach, Deputy Director of Dak Lak Provincial Project Management Board, the investor has paid and advanced Duc Nguyen Company more than 69 billion VND in the project, equivalent to nearly 80% of the approved investment for the project. However, facing the risk of delay, Vice Chairman of Dak Lak Provincial People’s Committee Vo Van Canh signed a document agreeing to extend the project implementation time to June 30, 2022 (as proposed by the Department of Planning and Investment). and Investment).

As VTC News reported, at the end of March, Krong Bong District People’s Committee was about to send a petition about the “sluggish” construction contractor at Provincial Road 12, when Duc Nguyen Company put the machinery down to work. However, this business only worked for a few days and then stopped. Immediately after VTC News reflected, the contractor mobilized machinery and means to build the above-mentioned road.

According to an official at the People’s Committee of Krong Bong district, the construction volume at Provincial Road 12 is very low. Out of the total length of the whole project of nearly 14km, the contractor has only done about 40% of the 1st grade, about 20% of the 2nd grade. Up to now, the construction is still messy.

As for the local people, due to negligent construction contractors, the road surface is uneven, high and low… This is the cause of unfortunate traffic accidents.
