The 31st SEA Games technical representative Chetan Pathare told AFP: “A doping certificate is required. It was mentioned very clearly but the Philippines did not follow through.

The sports officials of the host country Vietnam have informed many times to all relevant national Olympic committees. This is the reason why Filipino athletes cannot compete.”
