Urgent conservation of wild and migratory birds in Vietnam

The directive states: Vietnam is considered as one of the most important regions in the network of routes migratory birds and endemic bird species, with 63 globally important bird regions and 07 endemic bird regions; regions wild birdMigration has created important natural values, contributing to conserve nature, biodiversity conservation, tourism development and image building of Vietnam. Currently, in our country, more than 900 bird species have been recorded, of which 99 need conservation attention, 10 critically endangered species, 17 endangered species, 24 near-endangered species and 48 near-threatened species.

In the past time, there have been many efforts of the Party, State, branches and levels in protecting biodiversity, including wild and migratory birds as well as important bird areas. Many species of wild and migratory birds are included in the list for management and protection in accordance with the law, such as red-crowned cranes, spoonbills, spoonbills… However, the situation of hunting and consuming consuming wild birds, especially species migratory birds is still taking place seriously in many localities, negatively affecting biodiversity and environment, posing potential risks of diseases for humans and creatures; affecting the implementation of international commitments on biodiversity conservation, the Agreement on the Australia-East Asia Migratory Waterfowl Flight Partnership (EAAFP) to which Vietnam is a member. Hunting, catching, destroying and destroying natural habitats leads to changes in habitats and ecosystems, and reduces the number and composition of wild, migratory birds, some migratory birds. Migration no longer occurs during the bird migration season to Vietnam.

Establish a system to monitor the important flight path of migratory birds

To conserve wild, migratory birds; To prevent and stop hunting, catching and destroying the habitats of wild and migratory birds, the Prime Minister requested the Ministry of Natural Resources and Environment to review, propose to complete and submit for promulgation. and promulgate according to its competence regulations on conservation of wild and migratory birds in Vietnam; guide the management and protection of wild and migratory birds; guide and organize the implementation of management and protection activities for wild and migratory birds, including the protection of habitats, transboundary migration routes and their stopping points.

At the same time, the Ministry of Natural Resources and Environment coordinates with relevant countries and international organizations to strengthen the protection of wild birds, migratory and transboundary routes, important migratory birds and destinations. their stopover in Vietnam; coordinate with international organizations to establish a tracking and monitoring system for important flight routes of migratory birds; assume the prime responsibility for, and coordinate with concerned ministries and branches in, directing, propagating, guiding and inspecting the effective implementation of this Directive.

Strictly handle acts of hunting, catching and trading wild birds

The Prime Minister requested the Ministry of Agriculture and Rural Development to direct forest rangers to coordinate with local authorities and relevant agencies in the area to strengthen patrols, control, prevention and arrest. and strictly handle acts of illegally hunting, catching, killing, raising, confining, transporting, trading, processing, storing and consuming wild and migratory birds, especially in the migratory season. (from September of the previous year to April of the following year).

Strengthen coordination with the Ministry of Natural Resources and Environment, the People’s Committees of the provinces and centrally-run cities and relevant agencies in the management of important wildlife and migratory areas of Vietnam; review and coordinate with relevant agencies to propose, supplement and complete legal provisions on sanctions for violations of hunting, shooting and trapping wild and migratory birds.

At the same time, strengthen monitoring and timely detect diseases and epidemics originating from wild and migratory birds that are at risk of spreading, affecting the health of people, livestock and poultry.

The Ministry of Public Security directs the environmental police force to strengthen measures to fight, prevent and strictly handle violations of the law on hunting, killing, raising, confining, transporting, trading and processing , possession, consumption of wild birds, migratory; directing functional forces to strengthen investigation, detection and timely handling of violations, especially dismantling lines of illegal trading, stockpiling and transportation of wild birds, migratory birds transnational immigration.

The Ministry of Industry and Trade directs the market management force to assume the prime responsibility for, and coordinate with relevant specialized agencies in, strengthening the management and timely handling of business activities, transportation, storage and consumption. illegal wild birds, migratory; directing and implementing measures to inspect and handle illegal forms of advertising and online business of wild and migratory birds and tools for trapping and catching birds (nets, traps, installation components). assemble homemade guns, shotguns…).

The Ministry of National Defense directs functional forces to strengthen patrols and strictly control at border gates and border crossings to promptly detect, arrest and handle cases of purchase and sale according to law provisions. illegal transportation, import and export of wild and migratory birds.

The Ministry of Finance directs the customs force (especially the border gate customs force) to be proactive and coordinate with quarantine units to strengthen inspection and control of illegal trade and transportation of wild birds. cross-border migration.

The Ministry of Information and Communications directs media agencies to increase reporting and broadcasting of messages, reports and bulletins propagating the law on wildlife protection, especially wild birds. migrate; propaganda so that people do not participate in activities of hunting, catching, killing, raising, confining, transporting, trading, processing, storing and illegally consuming wild birds, migratory birds and other products. of them; direct and strictly control advertising activities of products and tools for hunting, catching and trapping wild and migratory birds (nets, hunting rifles, homemade guns,…).

The Ministry of Science and Technology promotes scientific research and technology transfer to monitor migratory birds, conserve and restore important wildlife and migratory bird areas of Vietnam.

The People’s Committees of the provinces and centrally-run cities shall strengthen the direction and implementation of relevant legal provisions in their respective localities; organize the management, protection and sustainable development of nature reserves, wetlands, bird parks, bird sanctuary and important bird areas in the area; organize the implementation for business establishments in the area to sign commitments not to buy, sell, use, consume, display and advertise wild animal specimens that do not have legal origin and strictly handle them. individuals and businesses that commit violations.

Directing local authorities at all levels and law enforcement agencies to strengthen control, prevent and strictly handle acts of hunting, catching, trapping, slaughtering, transporting, trading, processing, illegal possession of wild, migratory birds; organize the complete destruction of markets and venues for illegal wildlife trade and migration in the area.

Strengthening propaganda and mobilizing people to refrain from hunting, catching, trapping and shooting wild and migratory birds; not buy, sell, transport, trade, store or illegally consume wild or migratory birds; strictly observe the provisions of the law on biodiversity conservation, protection of endangered precious and rare species prioritized for protection; actively fight and denounce violators of the law on management and protection of wild and migratory birds.
