Violation of land management and construction order at Quy Cao farm has been rampant since 2015 until now. Mr. Luong Minh Son, Vice Chairman of Dai Thang Commune, said the commune knew but did not have the authority to handle it because farmland was under the management of the Department of Agriculture and Rural Development. In 2001, the farm was transformed into Quy Cao Agriculture Company Limited and under the direct management of Hai Phong City People’s Committee.

“Many times when people discovered illegal construction on agricultural and forestry land, Dai Thang commune government sent officials to remind, but Quy Cao Company did not cooperate,” Mr. Son said.

At the beginning of March, under the direction of the People’s Committee of Tien Lang district, Dai Thang commune made a record of violating the construction order on agricultural land in 16 cases from 2015 onward; at the same time requesting the construction owners to stop construction, keep the status quo, and not generate new items.

However, 16 violating households did not sign the minutes. In particular, three households did not comply, deliberately building, including Mr/Ms’s household: Nguyen Manh Hung, Director of Anh Viet Trading and Production Co., Ltd; Doan Van Thong and Pham Thi Sen.

Chief of Office of Tien Lang District People’s Committee Nguyen Xuan Hoa said that the total number of illegal permanent construction works on Quy Cao’s farmland is more than 100. The People’s Committee of Tien Lang district has asked households to dismantle construction works themselves. illegal; requested Quy Cao Company to report specifically the case of violation, but the business did not respond.

Regarding the responsibility for the above violation, Mr. Hoa said he was waiting for the results of the investigation because this case was assigned to the police agency for clarification by the district.
