Hanoi expects the school year 2022-2023 to double and gradually increase

According to Vnexpressthe draft Resolution stipulates the tuition fee rates for public preschools and high schools in Hanoi from the school year 2022-2023 to the school year 2025-2026, the areas in the city are divided into four regions.

Specifically, 12 urban districts and wards in Son Tay town are in region 1; towns in 17 suburban districts are zone 2; communes (except mountainous communes) of 18 districts and towns in region 3; the remaining mountainous communes are classified into zone 4. Last year, Hanoi was divided into three regions, including urban, rural and mountainous.

The draft Resolution is developed according to the new tuition fee framework in Decree 81/2021 of the Government. The expected tuition fee of Hanoi is at the floor level, which is the lowest fee.

For schools that cannot guarantee regular spending, the tuition fee for regions 1 and 2 is 300,000 VND per month. The remaining two regions are lower, ranging from 100,000-200,000 VND (region 3) and 50,000-100,000 VND (region 4).

Thus, comparing by level and region, except for high schools in regions 1 and 2, whose tuition fees increase from 217,000 VND (in 2021) to 300,000 VND, the remaining tuition fees have all doubled last year.

During the next 3 academic years (period 2022-2026), tuition fees increase year by year. As follows:

The above information Youth, The draft content also states that the primary school level is exempt from tuition fees. The above fee is the basis to support private primary school students or private students who are eligible for the policy of tuition fee exemption and reduction as prescribed.

Public schools are self-sufficient in recurrent expenditures, the city does not set specific tuition fees, but only sets a ceiling each year. In the academic year 2022-2023, the tuition fee ranges from 2.4-3.2 million VND a month, increasing by 6-8% each year after. On the basis of the ceiling, the principal decides the appropriate tuition fee.

In addition to tuition fees for public schools that can and cannot be spent on a regular basis, the Hanoi People’s Council has also issued a draft resolution on the tuition fee ceiling for high-quality public schools in the 2022-2023 school year. Accordingly, the entire tuition ceiling of four levels of education will not increase compared to 2021-2022. Similar to self-funded recurrent public schools, principals of high-quality schools determine appropriate tuition fees based on this ceiling.

In the case of online learning, institutions collect 75% of the published tuition fees. This regulation does not apply to preschool because preschool children do not learn online.

In a month, if preschool children study for less than 14 days, they need to pay half of the prescribed amount; Studying for more than 14 days must pay full tuition for the whole month.

High school rotates face-to-face and online learning in the same month, whichever form is applied for 14 days or more, the school will collect tuition according to that method. Schools need to ensure that the total number of months of tuition collection in a year does not exceed 9.

It is expected that the content of the above draft resolution will be submitted to the Hanoi People’s Council for consideration and approval at the 5th meeting, the Hanoi People’s Council will take place in early July 2022.
