The teacher’s ethics classification is expected to be removed

The Ministry of Education and Training is not expected to classify teacher ethics according to the current class, but only stipulate general standards.

On May 20, the Ministry of Education and Training said that it is collecting comments on the draft circular amending and supplementing Circulars 01, 02, 03, 04 in 2021 on standards for professional titles and appointment and salary arrangement of preschool and high school teachers. The draft has many new points to overcome some shortcomings after more than a year of this circular coming into effect. According to Circular 01-04, preschool and high school teachers are divided into three classes of professional titles, I, II and III. In each class, in addition to regulations on duties and professional standards, the Ministry also prescribes ethical standards.

For example, preschool teachers, grade III teachers must meet the following standards: love their job, love children, be patient, know how to control emotions, have a sense of responsibility; exemplary, fair treatment and respect for children’s personality; strictly implement the regulations on teachers’ ethics, regulations on behavior, conduct and dress… Grade II teachers must meet the above standards together with always being exemplary in the implementation of regulations on teachers. teacher ethics. Grade I teachers have additional requirements to mobilize and support colleagues to do well in the regulations.

During the implementation process, this division was judged as inappropriate and unnecessary. Because, all teachers must ensure social ethics in general and teacher ethics in particular, so they should not be separated to rank mechanically according to each category.

In response to this reaction, the Ministry of Education and Training explained that the nature of the standards on ethics in Circular 01-04 is not “ethical classification”. The circular aims to require teachers of other grades to meet different levels of exemplaryness, spillover effects, influence on colleagues…

However, before the comments, the Ministry plans to remove regulations on professional ethics standards for each class and add general regulations on professional ethics for teachers.

In addition to the above new point, the draft circular of the Ministry also remove the regulation that teachers must have certificates of professional title training by grade. Accordingly, teachers only need a certificate of training according to common standards instead of certificates of each grade and corresponding to each level of study being taught.

The Ministry of Education and Training also plans does not require primary and secondary school teachers of grade I to have a master’s degree. According to current regulations, grade I primary and secondary school teachers must have a master’s degree or higher in a teacher training discipline, a major relevant to the subject they are taught, or a master’s degree in education management.

After reviewing the goals of the primary and secondary education programs, the Ministry found that with the requirements of teaching, providing basic and foundational knowledge, the regulation of primary and secondary school teachers of grade I A master’s degree is not required.

In February 2021, the Ministry of Education and Training issued a series of circulars 01, 02, 03, 04, stipulating codes and standards for professional titles and appointment and salary ranking of teaching staff in educational institutions. preschool education, public high schools.

After more than a year of implementation, the Ministry has consulted more than 466,000 preschool and general teachers on a number of revised and supplemented oriented contents and obtained more than 280,000 votes with information for handling, analysis. Currently, the Ministry of Education and Training has posted the draft circular on the web portals of the Ministry and the Government for wider comments. The comment period is until July 20.
