17 ministries, branches and central agencies have not yet disbursed public investment capital

According to the report the Government has just sent to the National Assembly, by the end of April, there is still nearly 38,600 billion VND of state budget capital (accounting for 7.4% of the plan assigned by the Prime Minister) that has not been allocated in detail.

The amount of budget payment by the end of April is nearly 95,725 billion VND, of which nearly 99% is domestic capital, the rest is foreign capital. The disbursement rate of public capital in the first 4 months of the year reached approximately 16.4% of the assigned plan, equivalent to the same period in 2021.

However, there are still 17 ministries and central agencies that have not yet disbursed (ie 0% disbursement) this year’s public investment plan, such as the Ho Chi Minh National Academy of Politics, the Ministry of Foreign Affairs, and the Academy of Sciences. For new construction projects, after being assigned the capital plan, it will take about half a year to complete the investment preparation procedures (approval of the contractor selection plan; appraisal and approval of the technical design, design and construction). design construction drawings, select construction contractors…). With the transition project, the contractors are under construction, but the contract payment period in the first months of 2022 has not yet arrived, so the disbursement has not been disbursed.

In addition, there are reasons for problems and difficulties in site clearance, compensation and compensation for people.

However, planning agencies commented that the reason for the slow disbursement was still due to many shortcomings in the organization and implementation of the ministries, branches and central agencies, and the responsibility of the head was not clear. Some investors have not actively done payment and settlement procedures. The professional capacity of some project managers, supervision consultants, and contractors does not meet the requirements.

Currently, the Government has set up 6 working groups to check and remove difficulties to accelerate the disbursement of public investment capital this year in ministries, branches and central agencies that have not yet allocated capital plans and have disbursement rates below the national average (18.48%).

The “promoting” disbursement of public capital is considered by the Government as a key political task and one of the important criteria for year-end evaluation and classification for organizations and individuals, especially the head.

A series of solutions are given to speed up site clearance and remove difficulties related to land and resources; pre-acceptance test, make payment documents as soon as the volume is available; update and adjust the construction unit price… In case any unit is slow to disburse, it will review and transfer the capital plan to projects with good disbursement and lack of capital.

This year, the budget investment plan allocated by the National Assembly is nearly 526,106 billion VND, not including the capital from the socio-economic recovery package. The pressure to disburse capital this year is considered to be “very great”, so efforts from all levels and sectors should be made and the roles and responsibilities of the heads of ministries, central and local authorities should be emphasized…
