The jury also said that in the case, there were 80 traffic policemen and traffic inspectors who were said to have received bribes from the defendants to protect overloaded vehicles in Ho Chi Minh City and neighboring provinces, but they did not admit it. In addition to the defendant’s testimony about giving bribes, there was no other evidence, so the court did not have enough grounds to handle.

The judgment determined that, from January 2014 to August 2015, Thoi and Thai organized the printing of logo No 68 and the letter Chengdu Garage; Logo printed Carman… sold to car owners and drivers for 2.5-3 million VND per month. Thoi and his accomplices sold about 15,000 logos for nearly 23 billion VND. Thoi gave Chan 1.2 billion dong, through Chan’s wife’s account number. Chan gave Vo Thanh Son (Captain of Team 1 of the Dong Nai Provincial Police Department’s Traffic Police Department) more than 650 million VND and Mr. Do Huu Tuyen (Deputy Deputy of the Dong Nai Police Department’s Traffic Police Department) 300 million VND, the rest was for personal use. However, Mr. Son was dead, Mr. Tuyen did not admit it, so Chan must be responsible for all the money he received from Thoi.

Van sold more than 3,500 logos, collected nearly 8 billion VND, gave bribes of 630 million VND, earned an illegal profit of nearly 1.6 billion VND, the rest paid fines to the drivers who were handled.

In October 2018, the People’s Court of Ho Chi Minh City for the first time sentenced Chan to 8 years in prison. 14 years of leadership; Van 9 years in prison. The other 7 defendants received one year 6 months 23 days in prison to 10 years in prison.

Accepting the sentence, the defendants Thoi, Thai and Chan appealed. Defendant Van and 6 other accomplices asked to reduce the punishment.

In 2019, the High People’s Court in Ho Chi Minh City held an appellate hearing, determined that the case had signs of “missing crime”, 80 traffic police and these traffic inspectors “cannot be unrelated”. Since then, the court has canceled the first instance court for additional investigation

During the re-investigation process, the Ministry of Public Security and the Supreme People’s Procuracy maintained the position of prosecuting the accused, and determined that there was no basis to handle 80 policemen and traffic inspectors.
