The construction of Ring Road 4 – the Capital Region is allocated from the city’s budget (about VND 23,524 billion).
The Ring Road 4 – Capital Region project is expected to have a total investment of VND 85,813 billion, completed in 2027. Capital from the Hanoi budget to implement the project is VND 23,524 billion. In which, the period 2021 – 2025 is more than 19,000 billion; the period 2026-2030 is more than 4,000 billion.
It is expected to allocate capital and disburse funds for the years in the period 2021-2025 according to the project’s progress plan as follows: About 100 billion VND in 2020; about 8,397 billion VND in 2023; about 5,955 billion VND in 2024; By 2025, about 5,025 billion VND.
“The City People’s Committee is committed to ensuring the capital source is implemented according to the schedule. The annual capital plan will be submitted by the City People’s Committee to the City Council for specific resolution on the basis of procedures and progress of project implementation. investment,” said Vice Chairman of Hanoi People’s Committee Duong Duc Tuan.

The Hanoi People’s Council agrees on the policy that, in case the total investment of a component project is decided by Hanoi City, the implementation will follow the mechanism approved by the National Assembly in the investment policy of Hanoi. If the project has to be adjusted up, the additional capital will be considered and arranged from the City budget.
The Ring Road 4 – Capital Region project plays an important role in regional linkage, ensuring the connection between neighboring localities with Hanoi city.
The project has a total length of about 112.8km, passing through 3 provinces and cities: Hanoi (about 58.2km long), Hung Yen (about 19.3km long), Bac Ninh (about 25.6km long) and the connecting route is about 9.7km.
Starting point: About Km3+695 on Noi Bai – Lao Cai highway (in Thanh Xuan commune, Soc Son district, Hanoi city). End point: about Km40+500 on Noi Bai – Ha Long highway (Que Vo district, Bac Ninh province).
The project is divided into 3 project groups with 7 component projects, including: (1) Project group 01: with 3 component projects performing site clearance in the provinces and cities: Hanoi, Bac Ninh, Hung Yen; (2) Project group 02: with 3 parallel road construction investment component projects deployed in the provinces and cities: Hanoi, Hung Yen, Bac Ninh; (3) Project group 03: with 1 expressway construction investment component project under the method of public-private partnership (PPP), type of BOT contract.
