The Red River Surface Water Plant was invested with an investment capital of 3,700 billion VND, but so far it is still littered with construction materials and cannot be put into operation.
The Red River Surface Water Plant is located in Lien Hong Commune, Dan Phuong District, Hanoi. The project was built to provide water for the people of Dan Phuong and surrounding areas from 2018.
Approved by the Hanoi People’s Committee for investment policy in 2015, the Red River Surface Water Plant project (Lien Hong commune, Dan Phuong district) is one of the plants included in the adjustment of the Capital’s water supply planning until the end of the year. 2030, vision to 2050, next to Duong river surface water plant and water plants: Thang Long, Cao Dinh, Yen Phu, Luong Yen, Nam Du, Gia Lam, Tien Thinh.
The total investment cost of the Red River Surface Water Plant project is VND 3,700 billion, which is mobilized by the investor (Red River Surface Water Joint Stock Company).
Initially, the work is expected to complete phase 1 in mid-2020. However, up to now, the factory construction site is still littered with concrete and reinforcement, no items have been completed.

The planning map is torn and rotten.
It is known that the total construction area of the factory is 21.1 hectares. By design, the transmission pipeline has a length of 28.1 km and uses ductile iron pipes with high durability, helping to limit leakage and pipeline breakage.
After completion, the plant is expected to operate with a water capacity of 300,000 m3/day in phase 1, providing clean water for 8 communes of Dan Phuong district and some surrounding areas.
However, the factory has not yet come into operation. Currently, the factory is surrounded by overgrown grass and polluted sewage.
Many items are still unfinished, construction materials are scattered in the construction site.
The operation process of this plant is in turn: Preliminary sedimentation, flocculation, reaction mixing, horizontal sedimentation, rapid filtration, organic filtration, sterilization and then put into clean water tanks.
The number of employees working here is only half of what it was two years ago, so the remaining workload is a lot, and the progress is getting slower and slower.
In phase 2, expected to be completed in 2030, the Red River Surface Water Plant can operate with a capacity of 450,000 m3/day and night, ensuring water supply for the southern Red River area, including: Central urban areas Hanoi (inner city districts) and the area without water supply system in the west of Ring Road 3, north of National Highway 32 in Bac Tu Liem and Dan Phuong districts.
In mid-2021, the factory investor said that with the progress being made, the project could be put into operation in the third quarter of 2022. However, with current construction capacity, this work has a high risk of continuing behind schedule.
Up to now, the project is 4 years behind schedule and put into operation.
