Regarding the classification of teachers’ ethics, the Ministry of Education and Training said that, when implementing Circulars 01-04, it was suggested that the division of teacher ethics by class as prescribed in Circular No. 01-04 is inappropriate and unnecessary. Because, all teachers of any rank, with more or less seniority, at any educational institution must ensure that there are general standards of professional ethics in general and teacher ethics in particular. In fact, the nature of regulations on standards of professional ethics for preschool and high school teachers according to each professional title class in Circular 01-04 is not “ethical classification”. Teachers at all grades must ensure to meet common standards of professional ethics (as prescribed for teachers in the lowest grade corresponding to each grade level) but the level of requirements varies according to the direction of the teacher.
