Nearly VND 80,400 billion to support workers affected by Covid-19

The central and local governments have spent nearly VND 80,400 billion to support more than 49.1 million workers affected by the epidemic, according to statistics from the Ministry of Labor, War Invalids and Social Affairs.

Reporting to the National Assembly on the content of answers to questions at the 2nd session, the 15th National Assembly, the Ministry of Labor, War Invalids and Social Affairs said that by the end of March, the central government and provinces had spent the above total amount to support workers, specific groups affected by Covid-19.

In 2021, the whole country was heavily affected by two epidemics, the Ministry of Labour, Invalids and Social Affairs developed and advised the Government to issue Resolution 68 (welfare package 26,000 billion VND VND) and Resolution 116 (support package 38,000 billion VND VND), so far has basically been disbursed.

The package of 26,000 billion VND, with 12 policies issued in July 2021, has supported 36.55 million labors. Total funding from central and local budgets is nearly 42,000 billion VND. In which, the group of policies to support direct money spend over 31,000 billion (accounting for 74%); insurance policies disbursed nearly 6,200 billion (about 15%) and the loan group spent more than 4,600 billion dong (accounting for 11%).

Localities with a high total support budget are Ho Chi Minh City, Binh Duong, Dong Nai, Hanoi, Ba Ria – Vung Tau, Can Tho, Long An, Bac Giang. In contrast, localities that are less affected by the epidemic, have few workers, and low disbursement are Lai Chau, Bac Kan, Cao Bang, Ha Giang, Dien Bien, Yen Bai, and Kon Tum.

Through actual statistics, a number of policies have been implemented slowly, such as: Supporting and maintaining jobs for new employees, disbursed more than 17.1 billion VND (accounting for 0.38%); loans to restore production and business to spend 297 billion VND (about 3%); loan to pay salary to stop disbursing 262 billion VND (3.5%).

The package of VND 38,000 billion extracted from the Unemployment Insurance Fund was issued at the end of September 2021, and was basically disbursed in three months. Vietnam Social Insurance has supported more than 12.8 million employees who are participating in unemployment insurance or reserve the payment period, with a budget of more than 30,300 billion VND; reduced contributions to the Fund from October 2021 to September 30, 2022 for 363,600 businesses with a budget of nearly 7,600 billion VND.

Latest, welfare package 6,600 billion rent support issued at the end of March, disbursing. The policy is expected to “pull” workers back to the market, creating a driving force for socio-economic recovery after a prolonged epidemic, the goal is to be implemented in the first six months of 2022.

This security package is also slow to deploy. As of May 20, Ca Mau is first province approved the list of spending money to support more than 2,300 employees with a budget of 1.16 billion VND. Currently, 55 localities have issued support disbursement plans; Six provinces have not yet taken action and two provinces, Lai Chau and Dien Bien, have no workers eligible for support. The reason is that the locality is reviewing and completing the procedures. Enterprises and employees are making records, making lists and confirming from authorities.

In addition to urging disbursement of rent, the Ministry of Labour, Invalids and Social Affairs will continue to implement the Program to support labor market development until 2030. The program focuses on activities to support returning workers. workplaces, loans for job creation; increasing consultancy on connection of labor supply and demand, prioritizing key economic localities; sending workers to work abroad when opening. In addition, agencies will expand the coverage of social insurance, especially the voluntary sector; strive to reduce one-time social insurance beneficiaries; Finalize salary regulations.
