The image of the accident shared by a member of the Facebook group OTO+ shows that the female driver, without a helmet, accelerated the motorbike, encroaching on the left side of the road to pass vehicles in the same direction. While passing a car, the female driver’s motorbike collided with a motorbike traveling in the opposite direction. The collision caused the female driver to fall into a car traveling in the same direction. The female driver in the accident was then able to get up and walk towards the vehicle that had just collided with her.

The clip attracted hundreds of comments from OTO+ group members, most of which were comments expressing frustration or criticism of the female scooter driver’s behavior of driving a motorbike without a helmet and recklessly overtaking. .

The Road Traffic Law has regulations on overtaking (Article 14), according to which the vehicle applying for overtaking must have a signal with a light or a horn; Vehicles applying to pass may only pass when there are no obstacles ahead.

According to the Decree on sanctioning of administrative violations in the field of road and railway traffic (Decree 100/2019/ND-CP), amended and supplemented by Decree 123/2021/ND-CP, with the act of “passing the vehicle in cases where it is not allowed”, motorbike drivers will be fined from VND 800,000 to VND 1,000,000.

For the act of not wearing a helmet, the motorbike driver will be fined from 400,000 to 600,000 VND.
