According to the inspection conclusion, the above violation falls under the responsibility of the Director of the Center in the leadership and direction, lacks inspection and supervision, violates regulations on procurement, causing damage to State assets. The Department of Testing and the Department of Finance – Planning have not performed well their role of advising and proposing, leading to violations.
