Start registering cars in the district, motorbikes in the commune

Instead of having to pass 10 km to the car and motorbike registration office of Dan Phuong district, Hanoi, Mr. Hung this morning only went one kilometer to the Tan Hoi commune police station to carry out procedures for license plate issuance.

Regulations on registration of motorbikes at the commune help Mr. Hung not to have to travel more than 10 km from his house to the police headquarters of Dan Phuong district as before and not to wait for his turn to complete the procedure. “In the past, it took me a whole day to register, because I went to the district police to register, then went to pay the fee at the tax office,” said Mr. Hung, adding that the current procedure is more compact, but the operation on the phone is very simple. Captain Hoang Manh Cuong, Deputy Chief of Tan Hoi Commune Police, said that this is a new job, so despite being trained, some young soldiers are still confused. “We will both do it and learn from experience so that we can come up with the most concise and convenient process for people,” said Captain Cuong.

In Hanoi, there are 183 communes of suburban districts ready to carry out this task. These are the communes in the last 3 consecutive years with the number of new registrations of 250 motorbikes (including electric motorbikes) or more in a year.

At the district police headquarters, The process of registering car number plates is made more convenient because in the past, these units already had equipment for motorbike registration. Previously, to decentralize vehicle registration, the police of 63 provinces and cities organized training for thousands of officers and soldiers.

Circular 15/2022 of the Ministry of Public Security, effective from May 21, stipulates that the whole country will start to register cars at the traffic police at the district level instead of only at the provincial and city levels; register motorcycles, mopeds and electric scooters at the commune police station instead of just at the district level as before.

According to the Traffic Police Department, as of 10:00 a.m. on May 21, there were 274 cars registered at district-level police offices and 1,190 motorbikes and motorbikes registered at commune-level police stations nationwide. In Thua Duc commune, Binh Dai district, Ben Tre province, a resident registered a motorbike license plate 71C1-666.66.
