Circular 15/2022 of the Ministry of Public Security, effective from May 21, stipulates that the whole country will start to register cars at the traffic police at the district level instead of only at the provincial and city levels; register motorcycles, mopeds and electric scooters at the commune police station instead of just at the district level as before.

According to the Traffic Police Department, as of 10:00 a.m. on May 21, there were 274 cars registered at district-level police offices and 1,190 motorbikes and motorbikes registered at commune-level police stations nationwide.
