In addition, according to Clause 2, Article 7 of Decree 90/2017 (amended and supplemented in Clause 3, Article 2 of Decree 04/2020 of the Government) pet owners can be fined VND 1,000,000-2,000,000 if acts of not wearing a muzzle for the dog or not keeping the dog on a leash when taking it out in public, not vaccinating against rabies vaccine for animals that are required to be vaccinated. The sanctioning competence belongs to the People’s Committee and the head of the commune and ward-level police station.
