At the same time, this latest dispatch of the Ministry of Health also abolishes the content: “After the contract expires, if continuing to perform, it must clearly state in the bidding documents that the winning unit is responsible for supplying the machine.” in Clause 3 of Official Letter No. 2009/BYT-KH-TC dated April 12, 2018 sent to Vietnam Social Security on payment of technical services using borrowed and ordered machines.

Thus, Vietnam Social Security will continue to pay the cost of medical examination and treatment covered by health insurance on borrowed and ordered machines.

Previously, on May 9, Deputy Minister of Health Tran Van Thuan signed and promulgated Official Letter No. 2348/BYT-KH-TC to the Vietnam Social Security, about the annulment of Official Letter No. 2009 issued on April 12/ 2018 by the Ministry of Health in payment of technical services using borrowed and ordered machines.

Therefore, on May 12, Vietnam Social Security requested localities to stop paying health insurance for technical services using borrowed and ordered machines, based on the decision of the Ministry of Health to annul the relevant dispatch.

However, this official letter of the Ministry of Health immediately caused a stir in public opinion, the People’s Committee of Ho Chi Minh City even sent an urgent document to report difficulties and problems when implementing official documents related to payment of expenses. The People’s Committee of Ho Chi Minh City and hospitals said that if they stop paying for health insurance with the cost of technical services on borrowed machines, machines located at medical facilities (according to the Ministry of Health’s document) will affect people’s health, quality of treatment and universal health insurance.
