After more than 1 year since the teachers gave their opinions, the Ministry of Education and Training found that: “..with the requirement of teaching, providing basic and foundational knowledge, the regulation of primary school teachers, It is not necessary to have a first-class secondary school with a master’s degree.”

Regarding this, talking to VietNamNet, Mr. Vu Minh Duc, Director of the Department of Teachers (Ministry of Education and Training) said that according to the expected provisions in Clause 7 Article 5 of the draft Circular amending and supplementing Circulars No. 01,02,03,04/2021/TT-BGDĐT, cases of preschool and high school teachers who have been appointed from the Joint Circulars No. 20,21,22,23/2015/TTLT- BGDDT-BNV to the corresponding professional title as prescribed in Circulars No. 01,02,03,04/2021/TT-BGDDT when performing the appointment, salary arrangement according to the amended and supplemented regulations. implement the arrears of the paid salary difference. Thus, teachers will be re-appointed to the respective class if they meet the standards of training qualifications and keep the adjacent lower rank as required by the grade and still be guaranteed the regimes and policies according to regulations. determined.

The representative of the Ministry of Education and Training also said that in the process of reviewing and amending Circulars 01, 02, 03, 04, the Ministry also organized to collect opinions from more than 466,000 preschool and high school teachers about some content oriented to amend and supplement and obtained more than 280,000 votes with information for processing and analysis.
