Hanoi spends more than 61 billion VND for civil servants to study masters and doctorates

The Hanoi People’s Committee has just issued a project on training and fostering to improve the quality of cadres, civil servants and public employees in Hanoi for the period 2022–2025 and orientation to 2030.

Accordingly, the subjects of the Project are civil servants, leaders and managers at the departmental level and the planning of titles equivalent to the department level; professional civil servants of departments and agencies equivalent to departments; People’s Committees of districts, towns and cities; commune-level civil servants; public service employees.

In the period of 2022–2025, the Scheme sets specific goals in terms of training and retraining targets and programs as follows:

Training program to become a team of experts, in the field of finance – planning there will be about 100 trainees, who are heads of departments, deputy heads of departments, and chief planning and deputy heads of finance and planning departments of departments, agencies equivalent to departments, People’s Committees of districts, towns and townships.

Urban development and management there are about 60 students, including heads, deputy heads and chief planners, deputy heads of departments related to urban development management under the departments of Transport, Planning and Investment, Natural Resources and Environment, Construction , Foreign Affairs, Health, Industry and Trade, Management Board of Industrial Parks and Export Processing Zones, Committees under the City People’s Council….

The field of information technology and digital transformation there are about 100 students, including civil servants in charge of information technology from departments and agencies equivalent to departments; People’s Committees of districts, towns and cities.

The field of science and technology there were about 20 students, including the head of the department, the deputy head of the department, and the head of the planning department and the deputy head of the department of science and technology.

The field of human resource management There are about 100 trainees, including heads, deputy heads and planning heads, deputy heads of departments, agencies equivalent to departments, People’s Committees of districts, towns, to organize and staff.

The field of education and training there are about 100 students, including the head of the department, the deputy head of the planning department, the head of the department, the deputy head of the department under the Department of Education and Training, the Departments of Education and Training.

Medical there were about 100 students, including the head, deputy head and chief planning officer, deputy head of the Department of Health, the Health Department under the People’s Committees of districts and towns.

About the training program to improve the capacity of public service performance, in the field of urban development management there are 450 students, including civil servants from departments and agencies equivalent to departments; People’s Committees of districts, towns, urban management and development in the fields of finance and investment planning; transportation, architectural planning, environmental resources, construction.

The field of digital transformation in land management there were about 100 trainees, including civil servants in charge of natural resources and environment related to land management under the Department of Natural Resources and Environment; People’s Committees of districts, towns and cities.

Digital transformation in archival operations there are about 100 students, the subjects are civil servants in charge of archival work of departments and agencies equivalent to departments; People’s Committees of districts, towns and cities.

The field of science and technology there are about 100 students, who are civil servants in charge of science and technology under the Department of Science and Technology; People’s Committees of districts, towns and cities.

Field of work organization of staff there are about 400 students, the subjects are civil servants working as cadres of departments and agencies equivalent to departments; People’s Committees of districts, towns and cities.

Regarding the training of commune-level cadres and civil servants will foster 900 chairmen, vice chairmen of People’s Committees of wards, communes and townships in districts that plan to transform into districts.

Regarding state management at the People’s Committees of communes and towns will foster 700 chairmen and vice chairmen of the People’s Committees of communes and townships in districts that do not plan to transform into districts.

In the field of cadastral – construction – urban and environmental management at commune level will train 579 students who are civil servants with the title of cadastral – construction – urban and environment under the People’s Committees of communes, wards and townships.

The city will also train officials in the fields of school administration, hospital administration, network and security system administration, and database system administration.

As for graduate training, according to the scheme, Hanoi City will send postgraduate training in advanced countries with civil servants and public employees not over 35 years old belonging to departments and agencies equivalent to departments; People’s Committees of districts, towns and cities; business units-public. The target is 30 people (including 5 doctors, 25 masters) in the fields of finance, economics, accounting, information technology, smart and creative urban management, public management, public policy, climate change, educational management, hospital management.

The city will also send post-graduate training in the country for civil servants and public employees (who are not older than 40 years old for the first time) of departments and agencies equivalent to departments; People’s Committees of districts, towns and cities; business units-public. Target to train 240 people, including 40 doctors, 200 masters, majoring in finance, accounting, information technology, smart and creative urban management, climate change, public management, politics public books, majors in law, transportation, investment planning, architectural planning, environmental resources, construction, education management, hospital management.

The project has a total implementation budget of more than 272.3 billion VND by 2025, from the city budget.

Particularly for postgraduate training, the estimated budget is 61.6 billion VND, of which postgraduate training in advanced countries is estimated at 9.6 billion VND, in the country is 52 billion VND.

Specifically, with 5 cases sent for doctoral training in advanced countries in the world, there will be 1 case in 2023, 2 cases in 2024 and 2 cases in 2025. training fee for these 5 cases is about 4 billion dong; 25 cases of being sent to study masters abroad are estimated at about 5.6 billion VND.

With 40 cases sent for doctoral training in the country, the scheme sets a target of 5 cases in 2022, 10 cases in 2023, 15 cases in 2024 and 10 cases in 2025. Total estimated cost of training is about 12 billion VND, each case is about 300 million VND.

With the training of 200 masters in the country, the estimated cost is about 40 billion VND.
