Director General of the General Department of Vocational Education Truong Anh Dung said that so far, localities have only received documents to request support or ask for guidance from 200 enterprises. Of which, only 60 enterprises have submitted dossiers of request for retraining for over 30,000 employees. The Department of Labor, War Invalids and Social Affairs of 14 localities has approved to support 36 enterprises to retrain nearly 9,000 employees, with a total estimated budget of over 54. billions dong.

Ms. Bui Thi Kim Loan, Deputy Head of the Social Insurance Policy Implementation Department (Vietnam Social Insurance), said that as of May 17, only social insurance agencies of 12 provinces and cities had received dossiers of request for support payments from 31 local enterprises. approval method. Mr. Truong Anh Dung admitted, the disbursement rate is very low compared to the initial expectation of the support package (about 4,500 billion VND), although the Ministry of Labour, Invalids and Social Affairs has implemented propaganda and policy dissemination activities, with more than 30 conferences. “Businesses all say this policy is very necessary and practical, but in reality the implementation is slow. The view of the Ministry of Labour, Invalids and Social Affairs is to urgently implement it on time, and then consider the proposal to the competent authority to extend the policy,” Dung said.

Some leaders of vocational schools and businesses reflected that the actual implementation was very difficult, it took 2-3 months to complete 1 application (not a few days as prescribed). “In reality, there are different interpretations of local authorities, leading to many opinions and explanations many times before it is approved”, said Mr. Nguyen Viet Ha, Rector of Long Bien Vocational College (Ha Noi). According to representatives of vocational schools, the procedure takes a long time, making businesses hesitate, not to mention the concerns about inspection and audit, related to insurance fraud. In addition, schools cannot know which enterprises have needs to coordinate the implementation, so they need a focal point to aggregate business needs.
