The Police Investigation Agency of Bien Hoa City Police has just issued a decision to prosecute the case to investigate the act of causing environmental pollution that occurred at the lamp factory – Dien Quang Lamp Joint Stock Company (at street 3, Bien Hoa 1 Industrial Park, An Binh Ward, Bien Hoa City).

According to Bien Hoa City Police, after receiving the dossier from the Environmental Police Department (PC05), Dong Nai Provincial Police, on the basis of the initial collection results, determined the behavior of substance management and handling. Waste at Dien Quang Joint Stock Company shows signs of violating the law. On that basis, the Police Investigation Agency of Bien Hoa City Police has instituted a case for investigation in accordance with the law.

Regarding the case, earlier, on the afternoon of April 20, the Environmental Police Department, Dong Nai Provincial Public Security Department presided over and coordinated with the relevant authorities to catch the workers of the joint stock company’s lamp factory red. Dien Quang light bulbs are destroying hazardous wastes in contravention of regulations.

At the time of inspection, 3 staff members were in the process of destroying the waste light bulbs. Initially, these employees admitted to grinding from March 8, 2022, up to now.

At the scene, police forces discovered nearly 5 tons of glass containing chemicals in 195 bags and nearly 370,000 light bulbs that had not yet been crushed in plastic crates.

Wastewater in the bulb grinding process is discharged directly into the drainage ditch system.

Continuing to check, the police force also discovered two concrete tunnels built underground inside the factory containing industrial waste, suspecting this is the amount of waste generated during the grinding process. Lamps are dumped illegally.

On April 21, PC05, Dong Nai Provincial Police in collaboration with the Criminal Technical Division and the Investigation Police Agency of Bien Hoa City Police conducted an excavation of the rainwater drainage system from the location of the light bulb mill. to the area of ​​the concrete pit containing the wastewater. At the same time, cut the concrete foundation inside the factory at the location of the waste cellar. Thereby, it was discovered here that the cellar contained waste from the process of crushing light bulbs.

Through initial investigation, the authorities determined that the lamp factory, Dien Quang Lamp Joint Stock Company had committed errors such as: Failure to collect waste for treatment according to regulations; self-disposal of wastes that are not registered in the procedures permitted by the authorities; burying hazardous wastes in contravention of regulations at the company’s premises.

Then, on April 22 and 23, units of Dong Nai Provincial Police, Bien Hoa City Police and Dong Nai Department of Natural Resources and Environment excavated locations inside the lamp factory. tubes, Dien Quang Lamp Joint Stock Company.

The functional force continued to detect more than 42 tons of hazardous waste. Of which, there are nearly 15 tons in the concrete tunnel inside the factory, and more than 27 tons in the yard outside.

The detected waste includes glass pieces contaminated with hazardous waste and wastewater from the grinding process of waste light bulbs.

According to the authorities, the waste light bulb shell contains mercury and sulfur, so it is toxic if not handled according to regulations.

Initially, through a quick test of wastewater, the authorities determined that the pH exceeded 7 times the permitted level. All of this waste is assigned by the competent force and the lamp factory to a unit with the function of treating hazardous waste according to regulations.

After a period of investigation to determine the behavior of waste management and treatment at the enterprise of Dien Quang Joint Stock Company showing signs of violation of environmental regulations, PC05, Dong Nai Provincial Police transferred all records file to Bien Hoa City Police for further investigation and handling according to its competence.

On the stock market, DQC shares of Dien Quang Light Bulb Joint Stock Company witnessed a series of sharp declines, even hitting the floor price in many sessions after the news that the company’s lamp factory was caught red-handed discharging hazardous waste directly. to the environment.

Closing the session on May 20, the market price of DQC stock was at VND 25,450/share, down more than 60% from the peak of VND 64,900/share set on March 14.
